Weapon Systems is on pg320 of RUE within Pilot Related category. :0 I stand corrected. Still, if it's applied as it's written in the RUE, it would only give a +1 to strike (except for hand-held weapons) regardless of what % the character has - which seems ridiculous to me. 1st level is a Level. hence it would be 60% using the example skill in topic. and with +10% that would bring it 70%. If it says per Additional level then it starts at level 2.

This is in Heroes Unlimited Original Edition page 108. It state that this lucky individual gets to control all 4 elemental forces: Earth, Air, Water and Fire. It specifically mentions those ones. Any others are up to the GM. It is considered ONE Major Power.

The rules for suffocation are in Heroes Unlimited under the APS: ICE power. One of the things you can do with it is encase someones head, causing them to suffocate.. The rules are on page 245, on the right near the bottom.

I would say for the people with APS:Metal or Mercury the nanoplague should be treated like the real world flesh eating bacteria. Also machine merging powers, copy Physical structure Metal, And Metal Mega wings would be the same for the metal parts.

I would also recommend, in the skill section, you put a space for the increase per level.
This would facilitate leveling up.
