Personally, I'd suggest you get a copy of the original Rifts book, an original Sourcebook 1, and an original Vampire Kingdoms, and just play with those for a while. Regarding jet pack maximum altitude: It flies high enough to be useful to the character and potentially deadly to the character if it fails. It doesn't fly so high that it substantially derails the GM's plans. ![Big Grin :D](./images/smilies/biggrin.gif)
