Would you allow TK to “excavate” mud or otherwise remove it like a TK bucket? Let’s say a character or object was sucked into a sinkhole and needed rescuing. Technically you only have visual on the surface and mud isn’t very cohesive.

I have always liked that the Palladium system allows for the trope of the novice spellcaster who can learn a spell that is well beyond his ability to control, unleash it, and then have to deal with any consequences.

Has there ever been any more official clarification on this spell as far as RUE is concerned? In the first print run (which is what I have), superior specifically states it is terminated if you enter combat. Inferior states specifically that neither inferior or superior is terminated.

Like everything else, the GM just has to make the call. We have always used it as coming from the sky, assuming it was just a carryover from that other fantasy game that had the spell originally.

I believe the required 12 to hit for a called shot has been removed as of RUE, at least I can no longer find it. I do know that called shots now require 2 actions and aimed, called shots require 3. In my games, shooting targets behind cover requires a called shot for partial cover and a clear line ...

5 phases works for us because it makes movement easy. Movement per phase is equal to Speed in meters. Our other hiuse rule is that if movement is greater than 1/2 P.P., the strike roll is at -2, and if it is greater than P.P., the attack is then -6 (wild).

For simple shield house rules, I like Trollsmyth's basic D&D house rule. You can sacrifice your shield against any attack to have it absorb the blow. When you do this, it shatters. Might require some tweaking for palladium fantasy, but is a cool rule to start with.

We have been doing this for a while too. I use 5 phases of 3 seconds. I went with this because it makes speed conversion easier. Each phase a character can move their speed in yards.

Need some clarification on rules as written. Without getting into the whole gray area of borrowing attacks from later rounds, a dodge uses one action per attack dodged and not one action allows you to dodge all attacks until yoru next action, correct?

Not at home so this could be wrong, but I believe there are stats under Trader Joe's (?) entry in Mercenaries and then there are stats for True Naruni in Phase World. Not 100% though.
