To me telling a player what they should make (which is the same as telling them what the team needs) I actually meant me asking what the team needs. Unless it is established before hand that the characters are a team or were assembled for a given reason it is unlikely that 4 random people in a pub ...

I have always judged Elite power armor training as per individual suit, as even close models of cars can handle differently, have off-set controls, etc. But then again I always ruled also that spending some time training on a suit will get the character familiarity with that suit allowing for usage...

Some of those books required dice. "If you roll a 10 or higher go to page 34. If you roll a 9 or lower, go to page 112." Page 112 would be the one you were sent to when you died.

Yeah, MDC to zero. I think tearing damage is equivalent to punch damage. Also, with a large machine, leverage will be a problem. The Giant spell may be of use there.

I don't know about the current rule books, but the original Robotech books had rules for ripping damage. It shouldn't be too hard to extrapolate a set of rules from that.

1) In Rifter #6 Hugh King suggest that NPCs shouldn't get gear or powers that the players can never get.
2) Palladium books' guiding principle is that NPCs get gear and powers the players can never get.

As a general rule, I would say no BUT I would allow it to be anchored to a moveable point... so if you attached your energy field on a wagon, you could move the wagon, but the field itself would stay attached to the wagon. ...and if you know Anti-Gravity Flight you can really bowl your enemies over.

Great for vampires, heck great for vampire intelligences. If your Malvoren buddy wears a custom harness or has extra cyber arms specifically designed to interface with the weapon, I wonder how many he can fire-link. Somewhere around game-breaking I believe.

Well, GAW is supposed to be cheap. It's mechanically sound, but otherwise just barely superior to Chipwell.
