Well, you could probably just slightly alter any of the marine ship OCC's to fit. A couple things that I think would be really important to a sky bound sailor would be, incredible rope works skill (maybe sitting at +25% or even+30) because if that rope fails while you are out on the side or whatever...

I operate under the thoughts that if it does not specifically mention the being as being Supernatural or a Creature of Magic in its description then it isn't. It's not a perfect system and there are mistakes and things left out on entries but its the best way I find.

I'd say top limit would be about 5 thousand strong. But that would be an army raised by a Duke or an Earl. As a mercenary organization I wouldn't go any higher than about a thousand for a mercenary company.

I believe there is mention of her in Federation of Magic, and/or the Cyberknights book.

If you're worried about him being unable to compete in the fights then I would consider letting him take a martial art from ninjas and superspies. There are a couple good ones in Rifter #7.
