Not a bad idea, I like the idea of a "dark superhero" theme, and looking at the rules closely, I think the Nightlords can easily affect, even defeat, heroes like Superman, though I would hesitate at allowing mega-heroes. Keep some vamps as NPCs and villains, though, because every Megaverse...

Bars and/or jails can work but for places like Century Station, or another powerful organization could just simply hire the heroes in question (as per the VU supplement) and assign them to assist a given city or a sector of the city. That's been the most effective in my campaigns so far.

You may know this already, but for the long haul, you may want the PCs in your campaign to belong to a Faction, both for structure and adventure ops. Both have their ups and downs, but for beginning PCs, I'd go with the Underground Railroad for the first choice and the Resistance for the second, and...
