Short answer, yes. You have to deal with all the problems that come with the astral plane, but if you are okay with that then yes. There is also other dimensions where time passes differently also as an option.

While the lower resistance with metal could result in lower damage the fact is it still has to pass through the flesh to get to the metal. I would say it washes out in the end and does the same damage, but removes the chance that the electrcity would pass though internal organs.

House rules are, if the spell is below the wizard's level then no roll is needed (if you wanted to be a annoying GM you could require a roll of 98% 99 and 00 fail) anything beyond their level requires a roll 98-5%per level above. Spells of legend count as level 20.
