That's where things get fuzzy for me. We made a house rule that PPE could be sensed at 2d4 meters plus the PC's PPE rating, eyes or no eyes. I think that would be a GM call- IMO since they can "see" PPE through buildings and such, the armour wouldn't mask them. The PPE sensing, to me, seems more like an astral sensing deal than physical perception, since the dead don't even have to have eyes to see PPE.
