I would say no, you couldnt.
If bullet, punches, thrown objects, etc... go right through the APS liquid character, how could they pick said objects up.

Think of this way you have no fine motor control. So you can't assemble a watch, or load cartridges into a pistol magazine. These things dont require strength. But the character can move/ throw the pistol. Or the character could slam a person against a wall. These are activities that would require strength. Hence the strength bonus.

While the water form does have a semi-"intangibility" (which should not be taken to be the same as the power, because the water form cannot walk through walls), the character should be able to hold their humanoid shape by a force of will. This would give them hands, and fingers. Thus they should be able to lift things, and perform simple tasks.
Manipulating tools to fix an engine, or sign a checkbook, or pick a lock should all pretty much be impossible, but otherwise, yes, you should be able to handle some things.
Water has a surface tension, and the natural tendancy of water is to maintain that surface integrity.
This is why hitting water hurts so much when you belly flop.

Considering that you can morph your hand into varies l shapes lockpicking should be vary easy, thoughin many cases pointless as you can simply go under or around the door.

While I side with Sentinel on this subject. I also can see Sir Spirits point of veiw. I think that this is something that you and your GM should discuss. Then decide what you both think is right for your campaign.
