What would the Prometheans consider illegal in Center?

Like the subject says. It seems like just about anything will go in Center. Here are some ideas I had on what the Prometheans would consider illegal in Center only. I'm sure some things would be allowed in orbit in one of the space stations.

1. Weapons of Mass Destruction - Specifically weapons like nukes and maybe cruise missiles. Stuff that would cause a lot of harm to a large area.

2. Biological weapons - Don't want to kill off your non-Promethean citizens.

3. Monopoly on Phase Tech. Only the Prometheans can sell them in Center.

4. Any device (magic or tech) that would interfere with Phase Technology causing potential harm to Center.

Any other thoughts? Of course each sector probably has their own set of laws, I'm just trying to figure out what would scare the Prometheans.

I think that anything that could physically harm Center itself would be illegal.

I don't know about biological warfare, due to the fact that just being in Center with thousands of different races could cause illness. I think it may be difficult to find something that would even kill the majority of the population.

Also, anything that could compromise the Prometheans closely guarded secrets would be illegal. And yes, I agree they should protect their monopoly.

You have named them all: WMD's, biological/chemical agents, and anything that could threaten the city itself.

They only care about the security of the Trade levels, the Gate area and the space port... everything else is anarchy and hired guns to keep the peace. It's Dodge City with a population of 600 million.
