Traveling in the Anvil.
Suppose you are a citizen of the CCW born in the UWW carrying Hartigal weapons (Anvil galaxy) and have to travel through Alteese space on a ship registered in independent space. (this is actually going to happen in game so it is important to get input). The Alteese have a loose affiliation with the CCW, they themselves are independent and the shipment is of legally purchased cargo (weapons) being delivered to the Central Alliance, how do the various power blocks and patrol checks deal with this situation?

1, Being a CCW citizen (probably regardless whether you gave up UWW citizenship or not - usually you do not have to) means you must have
some kind of TVIA-issued permit to deal with arms, even outside CCW
territory.
This permit probably allows hardware shipped throught CCW space,
and either you are demanded to join a convoy (and pay for protection)
or just required to check in at several point in CCW space keeping
a schedule. This can even mean that your ship is monitored
constantly.
2, The Altess either let you use preset courses, with minimal
interaction, or deny space altogether (not likely). However,
leave preset trajectory and face consequences.
The Altess might be as "kind" to assign some form of automated
guide (think of a cross between C3PO and an assasin droid),
to be given back to authorities leaving Altess Dynasty space.
2a, They might be required to carry an Altess undercover agent to
CA space (or even further) - not neccessarily an Altess noble.
3, Central Alliance probably greets them, while NE might
set up an ambush (NOT in CCW or Altess space).

Funny you mention Gave Up citizenship. This brings me to another question, can you have multiple citizenships? Obviously in the CCW you will have two 1. your planitary citizxenship and 2 your CCW citizenship. But what about moving from one poere bloack to the next. Could you retain citizenship in one while gaining citizenship in another. Is there sufficent communication between teh power bloacks and independant nations to track citizenship accuratly?

as long as the traveller has proper papers for everything (or really good fakes.), the Altess are unlikely to do anything.
the Naruni, if they know of the shipment, are likely to pressure the goverment to stop it, but are unlikely to pull off much.
more likely, they will dispatch some mercenaries to pose as pirates (using non-naruni gear) and hit the shipment either as it leaves altess space, or just before it reaches the Central Alliance.
the naruni can't really do anything heavy handed politically without endangering relations with the Altess, the CCW, or the Central Alliance. if the shipment is legit, the naruni pulling strings to have it stopped in altess space (which likely would involve having the guy arrested), is likely to cause a legal battle with the CCW, and with the Central alliance. which is likely to derail one or more treaties and agreements, or at least sour relations.
unless the naruni can prove the guy is smuggling with evidence the altess AND CCW find valid and legal, there isn't much they can do. (and if it is legit, a proper frame would be hard.)

I guess outside CCW and Altess territory, the NE is
rather concerned with "punish" Hartigal.
They have an image to uphold -
