I can see the 3Gs coming up with a completly new atomic building block. hell could be something like dark matter and anti dark matter

Totally possible in the 3G environment.
It is also very likely the antimater is created just before it is used to prevent a supply of antimater from detonating the ship/starport. So there is likely only ever one atom of antimater in existance at any one time before it is destroyed and converted into energy.

ONly in certain nations. I can't see some of those nations using magic for that.
"Your Grace," she said, "I have only one question. Do you wish this man crippled or dead?"
"My Lady," the protector of Grayson told his Champion, "I do not wish him to leave this chamber alive."

I don't see the CCW using magic for that sort of thing! They are a tech oriented society. And the TGE is more tech oriented.

One of the CCW "funding races" is the Noro - one of the most
psionic races and the inventors of the psylite "technology".
As for the TGE... Well, the ruling caste are the Royal Kreeghor
with immense psionic and magic potential, plus there are the
Silhouette, as one of the most trusted henchmen race, plus
they DID develop Rift-drives.
Two and two is usually four.

I wouldn't really consider psionic the same as magic. Although I could see the CCW using it for various technology.

But psionics is easier to explain than magic. That is unless you are versed in magic theory.

Maybe... I mean Palladium/RIFTS is still a bit sketchy on
magic paradigm, but looks like TWs measure and use
PPE as another force of nature, like gravity, electromagnetics,
and the like.
So, for them, magic is just another science.
Just my impression.

PB did it the first time they came up with the Techno-Wizard.

For me it looks like "Real world" begins to quantify PPE.

Dunno... Alchemists always relied on tables, precise
measuring and such. They also tried to understand
the laws of reality (and if in the "setting" magic is
part of reality...), and analyse things.
As I heard, they had their own version of the table
of elements (based on the four - or five - prime elements).
So that little "bioenergy meter" above is not as
blasphemous, as it seems at the first sight.
IMO, of course.

Only electron-positron reactions produce pure gamma rays (energy). Proton-antiproton reactions spit out a whole mess of gamma rays and weird particles, primarily mesons and pions, which then decay into more gammas, electrons, positrons, and neutrinos.
So AM needs to be kept in a total vaccuum at all times from the instant of creation all the way until it is expended (...) You'd need a force field generator built into each round. Imagine the cost on that...
You wouldn't necessarily require a force field (or, not one in the science fiction sense) in order to store antimatter, provided you're storing it in the correct form. Find some way to store it as a flaked solid, and you can use simple electrostatic repulsion to 'levitate' it away from the walls of the storage container. Much simpler than some super-tech force field.

Or magnets.. magnets aren't "super tech" just maybe the materials needed (like superconductors at room temp).

I can't take much credit for the electrostatic confinement; that was one of the ideas from the small group working on Project Valkyrie, a real-world design for an interstellar antimatter-catalyzed fusion rocket.
