I assume this Phoenix Empire you mention throughout your story is different from the Phoenix Empire in Rifts Africa?

The Phoenix Empire/Republic of the stories is different than the one named in Africa.
They call it the "Phoenix Empire" because like a Phoenix, they rose from the ashes of dispair and destruction.
Their Rifts Earth is completely different than Rifts Earth Prime, and the history is longer, that way the fall is further. The Rifts Earth of the PC's had interstellar travel, colonies on most planets and moons, matter transmission, space elevators, etc. They survived via emergency cryogenic stasis.
I'll get to that eventually.

OK, this was probably missed by some readers, as it appeared in another post, but I will repost it here.
The group originally consisted of three characters:
A type IV Juicer by the name of Mary Elliston, a SFC in the NORAM Special Operations section. Created by Dr. Paulette Hawthorn as a Juicer IV after the dying young woman was given to her, SFC Elliston was put under nueral control, with the personality center adjustments to make her more reliable and more controllable. SFC Elliston was assigned to guard Dr. Hawthorn after the Doctor's trail and transfer to a hidden location.
A Scientist/Gadjeteer by the name of Paulette Hawthorn. Genetically and cybernetically enhanced, Dr. Hawthorn survived the Outsider War on Mars, led the way in many uplift experiments, is 124 years old (and looks in her early 20's and can expect to live up to 250+ more years). She was tried in the Terran Courts after a bioterrorism event that used a bioweapon she devised during her college days, and the NorAm government agreed to hide her in return for her full cooperation of Project Green Page.
A Generation 4 Auto-G, created by Dr. Hawthorn. An expert in covert operations and espionage, he is only 5 years old, suffers from superiority complexes, and views Dr. Hawthorn as both mother and God.
Later came Guy, a Rifts Earth native who was captured by the three above, and willingly joined for the opportunity to continue ruin exploring and access to high tech. Guy is a tech junky, and a supreme robot pilot, specializing in Glitter Boys, SAMAS, and Goblin series power armors. Guy was born in the outlands, led a life of deprivation and hardship, and has an innate hatred of mages due to a power mad mage ruling over the hamlet he grew up in with an iron fist.
Major Franks, former CS military specialist. One of the first CS the group encountered, Mary pulled Franks out of a burning UAR Enforcer, and Dr. Hawthorn rebuilt him. He was offered the chance to return to the CS, but turned it down and defected to the Phoenix Republic.
Xavier was added later, a former NorAM Ranger, he and his team fought to save several regions during the Great Cataclysm, but six months in, followed order to enter cryonic stasis and await reenforcements that never came. When the small Cold Warrior bunker was found, only 50 of the 230 men and women who entered stasis were still alive.

The origins of the game actually started here, with transporting Dr. Hawthorn from Centauri Beta to Terra, and getting her to the facility. Elliston personally stopped 6 attacks of the good Doctor. There was a lot of role playing, including the court scene.
Sam Elliot, Auto-G Type 4 was on a mission in the 3R, and had to duck through the Chernobyl Advanced Energy Research Site in hopes of ditching the Russian counter-espionage hot on his tail. Unfortunately for him, he replicated a man with long term mutations in his genetics, which bound to his own core DNA, and he manifested over 22 genetic maladies within the next 72 hours, and had to be fixed by Dr. Hawthorn.
And that's when things went downhill.
A routine demolition of Outsider "relics" just past Neptune coincided with a planetary alignment, a test of a "stargate" like portal, and a terrorist nuclear detonation in the Beruit Megaplex. This caused the Rifts to cook off.
What happened, and how, the PC's didn't know. They were in a secure facility in an unknown location (could have been Luna or orbital, for all they knew) when suddenly there was warning of multiple breaches throughout the facility.
But that will be detailed in a flashback/dream sequence.

Very interesting stuff.
I'm a bit of a power gamer myself, and I have few minor complaints.
The biggest of which is assorted 'super tech' seems to be portrayed poorly, or otherwise things seem to be handled in minor or highly inefficient ways compared to what the tech could do.
But I won't go into details, don't want to ruin the overall feel the story has.
The nanotech and other stuff makes me think of Sid Meier's Alpha Centauri.

The writing style is excellent. The descriptions are fascinating. The techno-babble is well-researched and on-target, for the most part (APFSDS rounds would not work in a rail gun, but that's a pet peeve of mine that isn't terribly important to most people).
Yet for some reason, although it is a pleasant read, I'm not really hooked yet. So much time is spent describing in great detail how the Phoenix Republic is so superior to normal humans in weapons technology, genetic and medical technology, power generation, metallurgy, pilot interfacing, and raw intelligence that it gets a little tiresome. Their measurable superiority to everything they encounter is elaborated upon with an almost orgy-like zeal. I get it. These guys are high speed, low drag, and they have the coolest stuff on the block.
There are some promising hints about what may be coming, but I'm hoping these guys start doing something other than kicking the crap out of whoever gets in their way and fawning over their own superiority.
The historical bits are the most interesting to me. I haven't read through Chaos Earth or some of the newer Rifts books, so I think I may be missing some of the references, but I'm intrigued by the flashbacks and references to the apocalypse.
A very solid composition so far. I look forward to seeing where you take this.
