correct: it actually says specifically it only paralizes arms and legs.

It actually says that someone that is paralyzed by this use of the power cannot speak.

"note: a paralyzed character can still use psionics, but only if he has line of sight on his intended target. spell casters need to speak, so they cannot cast spells while paralyzed."

It's actually poor layout for a description: Specifically targets the arms and legs...but oh yeah, totally hoses you if you cast spells too.
The page break doesn't help either.

According to PU1, yes. IIRC in Rifts you couldn't.

According to my unified metaphysics, you can affect people inside normal armor, but not power armor (too large and well-shielded for the aura to come through).
