There is nothing saying a mind melter couldn't have become a CK. It'd make an interesting NPC especially if he's fallen.

If he wants to be a mind melter, maybe. But jacking his ISP like that just doesn't make any sense.
It says that they can become ones in the Fallen CK description.

If im not mistaken it specifically states in the RCC (fallen cosmo knight) any magic or psionic occ. Which includes mind melter.

Cool NPC Gadrin. Nice PPE! What sort of program are you using to generate them? It looks pretty nice! I've only generated one Fallen Knight, and that was several years ago. I don't remember the RCC exactly. So I need to re-read it again soon.

Witchery gives you other spell options.
That'd be another nice guy, Fallen CK who's got around 300 PPE to start for a 1st level Line Walker.
I'd probably allow the OCC abilities, esp the Purchase Magic ability.
Give me a few minutes, I'll fire up my RIfts PC Maker and toss one together.
Purchase Magic isn't one of the "abilities they don't get"; all mages can do that, it is simply a way to get more spells.
The abilities they're talking about are the Ley Line Observation Balls, Ley Line Phasing, stuff like that.
When I play a fallen CK, I always go with the Ley Line Walker rather than the other choices.
Eyes without life, maggot-ridden corpses, mountains of skulls... these are a few of my favourite things.
