The City-Rat seems to be the kind of person, who can do a
bunch of things in a city, including hiring the other two characters
if needed.
So, I would bet on him, provided he can persuade me about

Who would you hire and why ?
The city rat. I would think they would have their ear to the ground more often than the spies. My thinking is the spies are paid to go for specific info and therefor may not be too savvy about local events. On the other hand, to me, City Rats are always looking for opportunities to exploit and this could work to my advantage the best.

Hmm after rereading the original post I have to agree that the City Rat would have to be the one I would hire. Because in the urban jungle, they are the natives with their urban sources.

But as for my question at the begining. Why? What are you looking for Gadrin? I'm just curious as to why. Some sort of story plot you are working on?
