Remember, 3G's borgs can have forcefields of 300 mdc and much better weapons. Besides, it just says the cyborgs look the part. If they look the part and fit the power level I don't see any reason to change them, except for the exp part. That might be a little nerfed. I'll check my books when I get home tonight and ponder your question, cuz now that I think about it, it does seem somewhat wierd that backwoods, low tech russia should have such powerful cyborgs. Orloff's camp uses alien tech but the rest are about equal so that doesnt seem right......damnit now I'm not gonna sleep tonight.....

As the previous poster pointed out these cyborgs are not the sleek cyborgs of the 3G, they dont have force fields and they dont have nanotechnology. In addition i would not use the OCC or experience charts just the frames of the cyborgs. As an example I would user an occ form 3G sorucebooks but give them bionic bodies. Just my two cents.

The thing to remember about the Russian cyborg shocktroopers is that in scale and purpose they are tanks, aerial fightercraft, and power armor.
The Silverhawk Attack ExoSkeleton would be a better 3G analogue to the Avenging Angel. Convert it to cyborg use and fill it with bionic goodies and extras and it would easily trounce a normal 3G 'borg- and still be smaller and lighter than the Russian, plus faster and better armored.
To make cyborg shocktroopers on a 3G scale, using the NGR Robot Soldier and modifying 3G bots and PA for the stats might be a better fit, slapping on extra arms, shoulder mounts, treads/wheels/wings, and other bionic features as needed for additional awesomeness as budget allows. The Light and Heavy Machine classes should be fine as is though, for what they are.

Some nice ideas. I was going to suggest using the cyborgs of Russia as an example too. But you beat me to it. Plus there is one special borg in the Mercs book in one of those Merc units that is way superior to pretty much every earth borg. Maybe you should use aspects of each of these examples to create the Central Alliance borgs. I'm interested in seeing what you do come up with.

Remember, the Central Alliance is in a rather 'backwater' part of the Anvil that's seen balkanization and a general overall lack of prosperity, so technology progress isn't as fast as in other parts of the 3G...likewise, education and professional training have also fallen by the wayside in many areas....and like Rifts Russia, for many people in the Central Alliance, cyborgization is the social way up and out of their dismal lot...Think post-Succession War Battletech in some regions...while other areas would be more classic Cyberpunkish...so it's not entirely unlikely or unusual that Russian cyborgs would be on a par with the average CA'er cyborg....General Noldek's big cultural kick in the arse is that he's (re)unifying these worlds, using superior firepower and technology, and combining them into a power bloc that can make better use of pooled resources, encourage trade, and lead to an overall advancement in fortunes and technology across his realm...

I doubt the Altess would ship them much in the way of cutting edge technology unless they saw an immediate threat in the offing, but they might allow right of way for CA mercantile shipping, and make generous third or fourth-person loans available to the CA(like polilitical campaign financing...the Altess wouldn't show up direct and wrote out a big check to General Noldek...he'd find it both suspicious and insulting...but they would do it through a lot of little front concerns...).

Also standard for a Detective Cyborg...especially freelance models....LOTS of subdermal/internal reinforcement, and very dense pain receptor rigging throughout the frame....When he gets beaten up, he'll survive...but lawd, he'll FEEL like he's dyin'....(nose is made of easily broken/easily replaced plastic foam)

I also had 'fan raced' a brief description of the -Karmatorg-...Central Alliance space 'gypsies' who often grafted themselves into ramshackle spacecraft bodies...some of which got quite large and eccentric in design...

The Karmatorg are a sticking point for Noldek's plans to unify the Central Alliance region...on one hand, they're starky, unrepetently independent and often the dregs of soceity that even Central Alliance worlds won't tolerate...aliens and mavericks who were either driven off their homeworlds or left them in disgust...most of them are little better than rogues and pirates...On the other hand, they're expert spacers, and good at surviving in space...They're the CA's version of the Pirates of the Carribean...and whoever can get them to follow him or her will have an unexpectedly potent fighting force of irregulars behind them...Noldek would LOVE to win their loyalty, but to do so he also has to allay the fears and pessimism(and in many cases outrage) of the many Planetary Machines that despise the Karmatorg for who they are or what the brigands have done over the centuries...

The Karmatorg also make travelling through the lawless reaches of CA space rather dangerous...the more extreme of the exiles see starships travelling between systems as fair game, despised 'warm-wellers'(reference to dwelling near stars deep in the gravity wells of solar systems) trespassing where they have no right to be...Others see them as resources...refined metals and volatiles to be recycled...Given the Karmatorg perchance for scavenging deep space, some of the 'bodies' they've acquired can belong to some truly ancient races...shiphulls thousands, perhaps millions, of years old, with properties not seen ever before...
