Then there are the ReShapers and Formless ones.
But Phantoms are best because someone can transform them into them into small bits and peices and they will just transform themselves back into a humaniod.

I've gotta put my vote in for the Changeling. As far as I know, no other race of shapeshifters has caused so much distrust and paranoia, which in my opinion makes them the cream of the crop. The others may have shape changing abilities that go beyond theirs, but they haven't achieved the level of mastery that the Changelings have. Plus, there's that nifty Changeling metamorph that I believe Mr. Nexx came up with.
