Well let me see, how many NPCs can I think of break the character
creation rules? Well first theres

The TMNT (its not possible to have what they do with Bio-E)
The Fabricator (you can't be all three hardware)
Kagemusha Ryuujin (Ancient Masters aren't suppose to have Extra Spd
Kelvin (APS-Fire and Ice).
Obelisk (shouldn't have PS of 121)
Fullbore (invulnerable but takes damage?)
Minute Man (he got two miniors back in HU2 version of Super soldiers)
Glaciator (APS Ice and Growth are supposedly incompatable.
Triple Threat (what the?)
Usurper (Mutant with Power Armor) that two power categories or dual
character class
The Ratt Pack (even by 1st and 2nd edition rules not possible with
available Bio-E)
Iron Warmonger (cool but how is it possible)
Coppertop (Aps-Metal and APS-Electricity can't be both at the sametime.
Denizen (just not possible to have a PS that hight)
MIre (APS-Stone and Liquid, can't have both)
Raptor Red (Mega phyiscal training with a super power)
Runway (sonic speed twice)
Scalibrus (how do you apply Mystic China rules along with HU when he's
the only one with Chi-Powers)
Terriple Siphon (Mimic and Negate Power can't use at the same time)
Zeerod-Quad (if you use Mimic you can't have any other powers so
no duplicates)
And of course my creation Volcanoe (in Rifter #33-Growth and APS-Fire)

So if the rules are "tweeked" but the character is cool, roll with it man :ok: .

I'm not sure if I should be impressed or frightened that he remembered all those!

You think that's bad my players ask me to call out the skill base numbers
and % bonuses without looking at the book to save time. :D

As for character creation... Personally I am all about story, much to my players' chagrin at times. If a character is built around a concept (as was said previously) then full steam ahead! Just be sure that you are not creating some unstoppable monster. Whether you are building NPC's or PC's they should always have very real concerns about how they are going to go out and get their job done. What fun is it to enable 'developer mode', then flip on invulnerability and hack'n'slash your way through to the other side?

Alright, granted that can be fun for a little while, but eventually the game looses its substance.

Anyway, Make interesting characters with interesting motivations, rich pasts, and realistic (in game terms at any rate) limitations, and you can never go wrong!


I couldn't agree more. As long as there's a rich story behind it, pretty much anything goes in character generation. You just have to explain to me why and how the character has this option. If the reason is valid, I'll generally okay it.
