Yes..or no...
It all depends on what you want to do with the book.
There are Phaseworld Notes throughout the book, BUT it can also be played as a HU2 / AU setting as well.

All dependant on the GM, but the text in the book gives guidelines for both.

The Phaseworld option has it not far from Center, but the available FTL technology of the Seeron system makes it a long haul of a year or so to get to Center...Seeron is in the 'backwoods' slum-section of stars in Center's neighborhood that nobody visits because Center is far more interesting...

Pretty much what he said.

Currently, the Tarlok have caught the barest whiff of the Phase World setting and are trying to kiss up to the NGE and or the Splugorth, but don't yet want to initiate full-fledged contact because they'fd get their arses whupped and they recognize a fellow megalomaniac civilization when they see one (IIRC).

It would be very cool if in a future source book that Palladium release to expand on the various races of the galaxies of PHase World. People could always do an article for the Rifter to update the Tarloks and their world!
