~A vampire may be a fragment of the Intelligence but it is still very much its own being. I would say that the fragment is so small and spread over so many beings, that it would allow the master to be bound to a rune weapon.(of course this is all just speculation and could be completely false)
~the real question is once bound to the weapon would the vampire remain attached to the intelligence. and how dominant the personality of a vampire that is connected be in the weapon (that is still a part of a vampire collective).
