I haev a few interesting guides to faery folk written from the perspective of practicing magicans who interact with them . . . given Hannah's recent posts you can tell I'm drawing on those books pretty heavily.

I think there could be a couple different types of cultists. One would be the Acolyte, which does have some knowledge of magic and ability to assist his master. The other type wouldn't even be a specific class but just jaded people or people with something to gain (wealth, social status, connections) who join in the rituals.
As for Acolytes being on welfare or rich....well, there are probably as many types as Acolytes as you can come up with as good character ideas. Some may be poor and holed up in tiny inner city bachelor suites with stolen or photocopied books. Others may be part of a lineage with wealth and have an entire library of esoteric books. I could even see a lineage of acolytes who remain supporters of various mages, preferring not to risk their souls or first borns and letting someone else be the leader (ie.target/figurehead).
