Each type of PPE vamp has its own ranges, I do belive that the PSI Stalker ranges are defined in RUE or the RMB.

That's for feeding on the excess. First, a PS has to capture and cut the vic. It's no good if Jimmy the mugger does it. The cut has to be by a ppe vamp with the intention to feed.
