When a player selects a PCC, it is the class Psi that is used. The random Psi table in char creation is for non-PCC classes.
This is a canon answer for both the RMB and RUE.

If the player has rolled for, and got a Major Psi from step ¿4?-¿5? but then wanted to pick a psi class (PCC) the the rolled major(minor) Psi would be ignored, even if picking the PCC after a major(minor) psi roll.
It is still in char creation and anything can be changed till it is submitted to the GM for approval.

Note on "step ¿4?-¿5? ": each main book has a slightly different order in the listed 'steps', and not all of them have the step you are referring to.

Tips:this is the order in which a random char should be made
1) Chose the Race
2) roll stats
3) choose class
4) everything else

The only reason I'm putting "roll stats" before choosing class is that some classes have prerequisites.
1) If you choose human for your char's race fine and dandy; however, if you choose another race then you need to find that race's stats in one of the main books, one of the conversion books, or D-B's of NA. Or if a random alien, then use the tables in HUr, HU2, or PW. Or if a random intelligent "monster race" then the table in LotD1.

2) includes rolling the 8 attribute stats. & maybe the base SDC. that is it for this step.
the stat scores might (*cough* will *cough*) change with skills or class bonuses.

3) picking the class is part what you 'the player' wants, part what the char's rolled stats allow, and part what the GM will let you get away with.
If you make your char 'book legal' then the GM "should" have problems with it as far as the number crunching goes. This is also where you pick if your char is going to be a man of magic, a Psi, a man at arms, a scholar, or some other class.

4) everything else is filling in/choosing skills, determining if family background of the char, if not a Psi class then if they have a little bit of psi powers(major/minor), rolling and adding up any and all bonuses, choosing equipment, and all the 1000 little things that take so ^%&*%* long to do to complete the char.

Rolled psionics are for classes that do not automatically have psionics. Any OCC may have minor or major psionics on the side.

If you select a psionic PCC or RCC, what you rolled for psionics dosn't matter, it is replaced with those powers.
