Greetings and Salutations. There is an article in Rifter 6 titled Cloak & Dagger (page 15). After a few pages it goes into Guild Creation Guildelines for Palladium Fantasy (page 19, still Rifter 6 naturally). It includes Guild Size, Sponsorship, Dress, Equipment, Transport, Weaponry, Communications, Security, Stronghold, Intelligence, Monthly Budget, General Alignment, Criminal Activity, Reputation, Monthly Salary, and Special categories for creation. Then additional notes for New Guilds and Player Created Guilds. This could be what you're looking for, or you could be looking for something else as well. Hopefully that is what you're looking for.
