I wouldn't. The players are free to play whatever BtS class they want to, in any combination between them that they want to. It wouldn't be until you started introducing characters from Heroes Unlimited, Ninja's and Superspies or other Palladium game lines that there would be any problems.

I was raised to beleive if you can't say something nice about a person, say nothing at all. This has led to living a very quiet life.

Honestly, in BTS everyone plays low powered people so I've never seen an issue where I needed to balance things.
That being said I see gaps at times in the PCC's that can limit some of the GM things you'd like to do so I enocurage everyone to play different PCC's.
For example, when I run Ghost stories in a game with a psychic medium the game moves fairly quickly. But the medium has been retured and the player moving onto a firewalker. Ghost stories in the future are going to get a lot tricker to pull off, especially when there are no real sensitive types in my group (right now its a parapsychologist, firewalker, Diviner and a Healer).
This makes the leg work in my gang much more extensive and I'm encouraging them to consider playing a more sensitive PC someday.
So its more about balancing out the PC's abilites to give them spotlight moments than its EVER been about power balancing.
