My interperation of this gun (and aiming it at a posessed human being) goes as follows;
Option 1 states that these energy bolts can hurt energy beings, entities & astral travelers. The Damage is 2D6, but that's doubled in the Astral Plane. I see the key words here being Astral. I believe this option finds its best use in its passive offensive and while in the Astral Plane, which makes it by default a rare weapon as most any other physical weapon can be useless in the Astral Plane. Even then, you can still fire at hauntings, poltergeists and so on, even posessing beings... however, as it gives no mention of human affect, I see it as harmless to human beings (and other physical objects).
This makes the human a meatshield to the possessing entity. A shot aimed at the human posessed by someone wouldnt get past the human tank the entity hides inside of. The Psychic blast of the psychic Medium states similar that it has no affect on mortals and I treat it as such against possessing entities inside a human.
Reading the Posessing entity info points out that a posessing entity is incredibly hard to get rid of. Only Exorcism has any chance of success. I read that as pretty cut and dry.
To answer your question of why would anyone use type 1 when type 2 does more damage... its exactly for that reason.
For example, if your firing at a dodging posessing entity in someone's house with telekinetic bolts, EVERYTIME YOU MISS your putting holes in the walls, floors, furniture, people and whatever else gets in the way (like bullets, TK bolts do not pick favorites). Remeber how much carnage the Ghostbusters did with their proton guns while trying to capture slimer? Same idea.
However, Type 1 ONLY gives reference to spirits, energy beings and so on. Using this weapon to slay a spirit means that if you miss, the blast dies harmlessly once it hits a physical object, just like hitting a human being that's abedding the posessing entity. Keep in mind that in most cases, your going into people homes, buildings and other place you cant always go in guns ablazing without excessive collateral damage (and therefore dealing with cops, property damage, lawsuits, etc).
In the case of someone calling for help with a haunting in their home, building etc... bolt type #1 is your best friend.
