Most of its unofficial and a way for fans to get published. It's also a way to get you a variety of new material for your games. There has been some official material and that is marked as official. Several freelancers have started in the Rifter.

It is official optional stuff.
They stand above "homebrew", but below "canon".
Off the top of my head, there have been two official articles in the rifters, 1) PF1 spells left out of PF2 converted to the PPE spell form of PF2, and 2) Extra Rifts China 2 descriptive Text.

There is also Official Material for Archie in Rifter #4 and Offical Madhaven material in Rifter #36.
