While there are some that are clearly better than other, like the Combat Mage is inferior to that of the Battle Magus, I agree with Sam. Its too subjective of a question.
Juicers are a nice pick cause nobody ever plays out 5 years of role playing time in any campaign.
I enjoy magic classes and RCCs with natural MDC because of cost reasons for armor and ammo. But a cyborg is cool too in terms of raw power...so I dont really know the answer to the question. Vagabonds can be fun to play and have no power in any category aside "eyeballing a fella", which apparently they excel at and nobody else does.

my all-time favorite OCC in Rifts is the Psi-Slayer. one of the very very few worthwhile things in that entire book. Doesn't need to eat, has unique and powerful psi-powers, has the option of getting Mind Bleeder powers, can track anything, anywhere, and the fluff text was pretty good. hell, the Ramon Perez drawing was awesome too!

My top ones are Rogue Scholar/ Scientists and Special Forces from Mercenaries, all of them have excellent skill selections that can make them Jacks of All Trades, but the Spec. Forces adds in staggering combat ability as well.

The real issue here is that "Best" has so many different meanings. He might as well have said "What do you like?" followed by "Would you like fries with that?"

How good at bluffing does a squirrel have to be to not look like a spy?
Worth noting: the guy who failed out of con artist school doesn't have the skill at all, so you're a step ahead of him. Skills being cut in half does kind of cripple human-form disguises, though, and is sort of generally ********.
(Which reminds me: are there actually rules for using skills you don't have? I can't find them in RUE or the GMG, and I'm not looking forward to the idea of trying to sift every frigging book for it. Obviously you're not going to be using Astrophysics untrained, and just as obviously you don't need specialty training to at least try Public Speaking or Seduction - but it's my inclination to say that even for those, somebody who has the skill, even if his percentage is docked severely, is going to do better than anyone who doesn't have the skill.)

The issue is that a squirrel costs more PPE than a different human does. The point of the class is to be able to infiltrate things. You can't even READ at the same rate that you can while you're shapeshifted. Your social skills drop through the floor. You can't beguile a tomato!
Also, why be this class when for 300 XP more between 1 and 2, you can be a Dragon Hatchling and be fifteen bajillion times better? You're the only person so far who hasn't said that this is the worst OCC in the game.

When I stated the Dead Boy is the reasonable man I was referencing a term in law and philosphy. The reasonable man is the everyday common man. It is not stating the reasonable man is a man of reason. No te reasonable man is a man that acts with all the passions of the masses yet never beyond the norm. This is the Dead Boy. A man that sees his world ravaged by alien forces. He lives without succor or salvation from the rift gods. He is one human amongst many fighting forces an order of magnitude more powerful than he can even comprehend. However, he has faith in his leadership to guide him. So with C-12 in hand he fights on. No greater goals than the survival and autonomy of himself and the human race.
THis makes the Dead Boy the reaonsonable man in rifts. For the reaonable man has no time to reason only time to make war.

perhaps the most impressive part of the new rogue scholar OCC to me is that they can teach people rather quickly. they may gain many enemies, but they'll also gain plenty of allies, imo.

That argument can't be applied in a society where everyone isn't equal under the law. The standard of reasonableness is meant to be applied in a society where everyone is equal under the law. When a deadboy is indoctrinated into the Coalition Army, he doesn't protect civilians as his first priority. He serves Emperor Prosek as his first priority. Everyone is not equal under the law in that society. It's the Prosek family, Coalition High Command, and then everyone else.
I'm sorry. You can love the deadboy. But your argument still makes no sense.

in fact the CS appears to be more just and equal than western soceites
all citizens recieve excellent life extending healthcare
work and food seem to be plentiful

There are two types of Rouge Scholar:
1) a scholar specializing in makeup designed to redden the face or lips.
and 2) a scholar specializing if ferric oxide based powder used for polishing metal and glass.
Theoretically, a Rouge Scholar could learn both, but let's be honest, they are separate disciplines.
In the north, there is a third form or Rouge Scholar that knows a lot about Canadian Football.

I have made 100s of characters over the last 3 or 4 years (dont have a group to play with) and keep coming back to 4 OOCs in a variety of races...
Lord Magus (True Atlantean by preference, human if not, possibly dual OOCing at around 9th level as a shifter...)
Battle Magus (Human, Elf, Avianne or Wolfen - all work well for me)
Cold Blooded (Would love to play a Cold Blooded Blucie... but love vanilla human ones too)
Warlock (Air) (Avianne or Dnorr Devilman)

My personal favorite class in all of Rifts.
Maxi-Man, with a couple Bio-Borg additions.
You could build just an insane beast able to take out litterally squads at a time of CS Troops with just 1 being ..
I think Atlantis has some of thee best ways to create slaves.

I absolutly have to change my mind.
I am in love with Tattoo'ed Characters with multiple Bio-Wizard additions.
I now have to think that the Techno-Wizard is by far and away the single best Character in the game.
They can manipulate magic on such a lvl as to be able to cast high (lvl10+) spells in 1 action threw thier creations multiple times per melee ..
They are able to cross magic over from other discplines of magic incorperating it into thier creations.
They can basically create any type of device they want/need for nearly every situation, they could possibly need such items in ..
They can chain spells to form any type of effect ..
You think that lvl 5 Gunslinger is deadly with thier bonas's ? Watch as Bob the TW uses two items an is now just as deadly !!
TW's seem to be the top of the class when it comes to OCC's .

TW has a lot of potential, but is not automatically awesome. it's very situational on what devices the TW has, which is highly dependant on what spells and gems the TW has access to, as well as how much PPE the TW can sling.

I had a group almost crap their pants when they realized the bandits they were fighting had taken a boom gun and turned it into an implaced weapon. They party only survive because they put everything they had into making sure no bandit lived long enough to pull the trigger on the gun.

as for my favorite class...i have a couple....I REALLY like the Bot RCC from SB1 (though I prefer the one from non revise as opposed to the revised one). Also the Spec Forces from Mercenaries and teh Godling RCC from CB2

Recently one of the PCs was in Atlantis and fought with an Arena Champion named the Rahu Crusher. He's a bio-wizard modified giant with two extra arms. The bottom pair of arms was armed with a boom gun connected to a ammo pack with 1000 rounds in it. It for some mysterious reason was white and had the words frigidair picked out in silver lettering.

It almost no tactical flexibility. Yes the Boom Gun is nice, but without it what do you have? As I've said in other posts I'd rather take the boom gun and do much more creative things with it. 770 MDC is a lot, but there are other armors that have plenty, but have more tatical flexibility. Of course that's only my personal opinion, but I've never felt the urge to play a character piloting one or run screaming if I hear that there is one out there. Personally my first choice for PA will always be a SAMAS.
When you have a Boom Gun, what else do you need?
On a side note, I applaud your creativity with 'other' applications for the Boom Gun. But still...Glitterboy's are not to be trifled with.

This question entirely depends on the adventuring group. Rather than select a single class, I've put together the best all-around party I could find:
Leader
Scout
Slugger
Healer
Support
A well-rounded Rifts party should have at least one person who can address most situations and needs. In particlar, they should be able to handle combat, healing, technology, repairs, magic, psionics, traveling, and trading. I'll go into detail on one:
All-Around North American Party:
Cyber Knight
Wilderness Scout
Full Conversion Borg
Cyber-Doc
Techno-Wizard
Every party needs a leader to be effective. Personality aside, this leader should be able to lead from the front, since most parties tend to be small, and should therefore have strong combat abilities, while at the same time remain relatively well-rounded. Some psychic abilities lend themselves to good decision-making. Cyber knights seem to fit this bill the best. Psi-Stalkers would be even better, but only in an anti-supernatural kind of campaign.
Every party should have a scout of some kind; the kind of person who can guide them to where they need to go while avoiding unwanted entanglements. If your adventures are entirely urban, the city rat is your best bet. Since most are not, it's hard to beat the Wilderness Scout.
Some fights are just too heavy-duty to do without a true combat specialist. Robots and power armor are great for one fight, but their repair costs are just too high. Borgs, on the other hand, are cheap to keep in the fight (based on the cost of the red armor in the main book), and remarkably resilient.
With violence as common as it is, your party WILL get hurt. You will therefore need a healer. Body fixers are nice, but when an MDC blast vaporizes an arm, you need a new arm, not a band-aid. Cyber-Docs, with appropriate skill selections, can maintain your party AND your party's gear. This is a doubly effective selection with a borg in the group
Finally, every group needs a support person. Someone who is strong in an unusual but important area that the rest of the party lacks. For this party, magic is the missing area, and the Techno-Wizard fits perfectly, providing magic knowledge along with technical abilities to back up the Cyber-Doc.
That wraps up the general North American group. Some more specialized ones:
CS Group:

Dog Boy
SAMAS/RPA Pilot
Grunt (Medic MOS)
Psi-Stalker
Inter-Dimensional Group (Good):
