Use Ninjas and Superspies and Beyond the Supernatural for your OCCs and equipment, maybe even Palladium Fantasy for additional magic and monsters. The old Palladium Compendium of Modern Firearms is enough out of date that many of the weapons are WW2 era, or could be seen as logical 'futuristic' weapons created by the pressurization of research under wartime stress. Aliens Unlimited could be used to represent energy weapons and 'super science' weaponry created in Big 5 laboratories by reverse-engineering alien tech.

Just got the MIck Resnick-edited book 'Alternate Outlaws'(it's library booksale season).....Among some of the alternate takes: JFK was a serial killer(Lee Harvey Oswald was really a police officer who cracked the case and set up the whole assassination to save the Free World from Jack the Ripper), Elvis Presley fought alongside Castro, and Queen Elizabeth never became Queen of England, but faked her own death to travel to the New World and carve out a pirate kingdom along the northern coast of South America.

Following the disgraceful rule of the Emperor Commodus (son of Marcus Aurelius) and his assassination, instead of appointing a new emperor immediately, the senate retakes authority, changing back the name of the city to Rome (Commodus changed it during his reign) and while appointing a Caesar in the traditional quasi-hereditary fashion, limits the powers of office to that similar to what the Queen of England posesses now.

Christianity continues its slow growth in the underground, eventually becoming mainstream. The line of emperors as we know from history is unchanged, and while it is still called the Roman Empire, the form of government is actually a republic. Justinian never sees his "sign from God" and does not convert to Chritianity, thus the Catholic church never rises to power. The Empire expands in all directions, through military campaigns as well as diplomatic annexation of various regions. All of the British Isles are conquered by 440 AD, and firmly in control by the Roman legions.

As the Empire moves east, following the footsteps of Alexander the Great, other religions are encountered, introduced to the Roman citizenry, and new philosophies embraced. Hinduism remains strong in the Indian sub-continent, and bhuddism makes its way west, becoming the dominant religion of the Empire by 1100 AD. The Dark Ages never happen although plague does spread across Europa. Instead of the many millions that die, the loss of life is only a few hundred thousand due to the sanitation and engineering projects built by the Romans as they advance their borders. The Rennaisance occurs but not for the same reasons. Peace abounds in the Empire, which spread from all of Western Europe to Southeast Asia, all of the Middle East and all of Northern Africa.

Jews are no longer persecuted and many governors in the region are Jews. As Islam begins to grow as a religion, the often radical views clash with the goals and ideals of the Empire. The Crusades are actually one of a series of wars not to liberate the Holy Land, but to eradicate Islam as a political force. Many legions are sent as reinforcements, and ultimately, Islam is all but wiped out. It does not spread as one of the world's major religions, and small secretive pockets of worshippers maintina the radical fundamentalist views, continuing to stir up trouble in the region for many centuries. Most followers of Islam denounce the radical beliefs, and settle in as relatively happy citizens of the Empire.

Key figures of the Rennaisance period are also key in the Empire. A new age of artisitic creativity abounds, agricultural science, engineering all advance greatly. At this time the industrial revolution begins as well, heralded by Da Vinci and his magnificent inventions. Through their conquering of the Scandanavian peninsula, the Romans have discovered knowledge of a vast new world to the west across the Atlantic, and prepare for expansion. Expansion east results in the conquering of the majority of what is modern China. Steam engines are developed that can power a ship to move across the waves without sails. By 1220 AD a small fleet of steamships is ferrying settlers and legions across the Atlantic to the Roman settlements in Newfoundland. Interactions with the native tribal people is positive, resulting in very few armed conflicts.

By 1400 AD, virtually all of the eastern seaboard of North America is annexed and settled by Rome. The Iriquois Nation is fully adopted into the Empire, swearing loyalty to Rome and retaining their own government and lands. The agreement grants access for Rome to all of the Great Lakes and the Mississippi River waterways. This allows Rome to bypass Iriquois Nation lands to gather much needed resources and an easy road to get them to market. By 1500 all of the eastern part of North America is Roman territory. Slavery has been all but abolished for years, though the tradition of indentured servitude remains. Technology level is equal to mid-nineteenth century thought the emphasis is on hydropower, as the secrets of electrical power generation has been discovered and mastered in the last 40 years.

By 1620 expansion across the western half of North America is stalled. Treaties with the native nations declare all but a few parcels of land off limits for expansion. Expansion instead shifts south into Mexico and Central and South America. Armed with gunpowder weapons and the new automated chariot (internal combustion automobile) the legions easily conquer all who stand against them. Instead of laying waste to the native cultures, Rome allows them to coexist if they swear loyalty to Rome. Aztec and Mayan culture is all the new fad in the old Empire, and instead of dying off due to disease, medical technolgy of Rome's surgeons innoculates most natives with vaccines preventing mass plagues and loss of life.

By the beginning of the 21st Century, Rome is established as an almost universal government. Through treaty, the Souix Nation (which itself has grown, wiping out rivals or absorbing them into their own culture) cedes all of what is now Indiana, Illinois, Missouri and most of Kansas to Rome for settlement and agriculture. The move is not popular among some of their established communities many of whom are forced to relocate. The new land open up massive agricultural options for Rome, and in return the Souix Nation gains a gret deal of wealth and political clout. Technology level is easily equal to current tech, however literally all power generation is completely green. Cold fusion is still elusive however solar, wind and hydro power supplement nuclear fission power plants.

Various region have some manner of unrest, no longer happy living under the shadow of Rome. There is a colony and mining operation on the moon and planned manned expeditions to Mars.
They make a wondrous mess of things. Brave amateurs, they do their part.

A group of private British investors fund the development of a successful 'aerial steam carriage' in the late 1800's, giving hte British Empire an early monopoly on flight(and heavier-than-air aircraft design), prompting crash programs, imitation, and stepped-up technological espionage among the other nations. Unable to match the Brotish mastery of the air, some nations turn to other fields...biology(yielding biological weapons), naval design(submarines), rocketry, and electrical engineering(rail guns? Lasers?).

No reason for everybody to become agitated, We're sure it's perfectly explainable, and if we investigate and observe, a rational explanation will present itself to our inquiries. What? Depending on whether or not you believe in the authenticity of the infamous Zimmerman Telegram(in which Kaiser Wilhelm's Germany offered to assist Mexico if the Mexicans came in on the side of Germany and invaded the southern United States), the apparent loss of a (more) industrialized American South(and affiliated naval and army units) would be a great temptation to Willy....ship the Mexicans Krupp-made cannon. maybe even cut a deal with the Confederates on the same terms....Here, have some Maxim Guns!

Behold as I ramble on...
Heroes Earth loses S.C.R.E.T. to government cut backs and changes the U.N. views on mutants and aliens allowing the aliens back to Earth. Atlantis never sinks and is a democracy led island nation. North America went democratic instead of republican in 1970 (meaning Nixon was never president--and never went to China). A new operative organization is created and stamped as covert operations (eventually called the OKN - Operations for Kremlin Nationalists turning the near majority from Communism, thus causing almost tribal governmental leadership). The Louisiana Purchase never occurred, causing the "French coast" to be similar in state to French Quebec Canada) and allowing Mexico to gain some territory into what would have been Arizona. The entire staff of City Hall in Mexico City are turned to vampires and dragons are discovered in a cave in Madagascar.
Germany held on to Northern Italy during WW2 and the Euro was established ten years earlier than in our world (meaning Greece would have gone belly-up ten years quicker). Japan held the supremacy on bio- chips and the inflation of the dollar counters the rise of recessionary times. Cars are already electric by the late 70's (meaning the Exxon spill and the spill in the gulf never occur). The virus causing the Zombie Apocalypse fails in clinical trials but NEXUS becomes sentient (goes on-line) twelve years later! True Atlanteans form a pact with the council of alien newcomers to fend off the threat of Reanthanor incursions thus inciting the view that magic should be introduced into the arsenal of all human nations.
The moon has two moon bases and the planet Mars has been visited by, not only humans, but colonized by aliens.

The Gulf Oil Spill is revealed as part of a long-standing British conspiracy to 'get even' for losing the Battle of New Orleans during the War of 1812.

You realize, don't you, that the Temporal Authority(the TimeCops, ChronoFuzz, the EternityEnforcers) are vectoring in on you to bust you for jigsawing temporal geography?
Likely sentence is to be exiled, by yourself, with only the most basic means of survival, to either before animal life emerged onto solid ground, or to a time before the next Big Crunch, before Earth gets swallowed by a giant black hole?

For every action, there is an opposite reaction...for every authority, there is an anti-authority(or somebody who thinks those authorities are facist pigs). For every amateur or casual hobbyist casually ripping apart time and space for snits and giggles, there's some hidebound, age-old, monolithic agency that thinks that's a really bad idea...or somebody who was -IN- one of those temporal/spacial displacement events who's mighty annoyed, especially if it was a DELIBERATE act, and thinks that it's high time somebody did something about it, even if it means(ESPECIALLY if it means), they get to introduce the responsible party's skull to a high-swung atomic clock.

The Zentraedi fold into Earth orbit just as the finale for the latest season of American Idol is airing. Mesmerized, they fail to attack. Months later, the bulk of the Zentraedi fold in to eliminate these rogue Zentraedi just as the final episode of the NEXT season of American Idol airs. Lynn Minmei is relegated to being a waitress in her parent's resturant for the rest of her life.

(Yes I know the show didn't exist back then, but then again, the Zentraedi are also fictional.)

A history-line where NO American celebrity died a tragic(or stupid) death....Buddy Holly Ritchie Valens, and the Big Bopper don't die in a plane crash, Elvis lives to a ripe old age, Marilyn Monroe doesn't OD(in fact NOBODY ODs)....So so many celebrities don't go on 'at the peak of their game', but instead live long enough lives before dying of natural causes to show how to age gracefully, remake themselves, or utterly destroy what credibility they have left. Certain mythologies about celebrity never arise, and certain celebrities never gain immortality in untimely death, while others prove they aren't one-trick ponies.

Waffen SS commando extraordinaire Otto Skorzeny makes the mistake of his life when he insists on riding with deposed Italian dictator Benito Mussolini after the latter's daring rescue from Italian constabulary. Overloaded, the Fieschler Storch aircraft fails to pull up after plunging off the plateau where Mussoline was held(in actual history, the pilot, one cool number if they ever made them, pulled up with about two hundred feet to spare) and instead smashes into the ground, killing all aboard. The Nazis get a black eye publicity-wise when the details of the debacle manage to leak out, and the SS is bereft of one of their best hatchetmen. Skorzeny ISN'T available to stop the Hungarians from surrendering to the Soviets and turning on the Germans, he ISN'T around to order hundreds of infiltrators into Allied lines in American uniforms to sow chaos during the Battle of the Bulge, he isn't around to help smuggle valuables out of the warzone for fleeing Nazis, nor is he around later to help with the ODESSA organization helping to hide fugitive Nazi party members. While the war isn't significantly shorter for his absence, it IS shorter(The Russians plow through Hungary even faster, even with the resistance of diehard Hungarian nationalists and fascists opposing them), and it's a LOT more uncomfortable for the Nazis after the war to get away.
Since Mussolini was already on the outs with the Italians, and contributed very little, if anything, aside from the propaganda value of his technically impossible rescue, to Hitler's machine, his untimely death has no real effect on history(except possibly even more ridicule for an even more undignified death than being killed by partisans..."Killed because a big hulking German tried to squeeze into an itty-bitty airplane with him! And it was the guy who'd just rescued him! HAH!").

The geography of the world, specifically elevation, changes such that the seven contenents become oceans and the oceans become one big continent. Furthermore humans are rare, and the world is ruled by two new warring factions; a group of High Tech Fairies that build human sized mechs with gatling guns and plasma cannons, war against a race of amphibious octopus with powerful magic.
The capitol city of the octopus consists of a bunch of tall spires with one big huge spire atop of which they opened a rift to a water world, and there is a never ending waterfall coming down. The fairies meanwhile have built fleets of airships with fire bombs and long range torpedoes.

Also, the fairies aren't all unified, they are a bunch of factions that sometimes war among themselves including a Chinese style one, an Celtic one, and an ancient Greek style one. Remember though they are all high tech too.

Theres also lots of pterodactyls that like to eat both the fairies and the octopus,
and the octopus have made allies with the interdimensional Naut' Yll empire
hmmm...
Oh yeah, and none of the fairies technology is water resistant, it just sparks and fizzes out when you squirt it with water (save to negate effects), Hence many of the octopus are water warlocks.

After beating the Russians and the British, then chastising the Americans to saty out of the war by V-2ing several American cities with atomic weapons, the Nazis settle into remaking Eurasia into the Ayran paradise they envision...Hitler dies(of natural causes, excerbated by dogma-trained Nazi doctors) relatively early, leaving his cronies to argue and fight over his legacy before settling into an uneasy peace where each of them carves out theor own separate tribal district(Goering taking France and England for instance, and Himmler taking over vast chunks of conquered Russia), all the while protected by theor powerful U-boat, rocket, and aviation corps.
Himmler sets out to turn back the clock by seeking to recreate the 'ideal' Ayran nation; agricultural, dogma-driven, racially-pure settlements surrounded by transplanted and force-grown European forest, where future SS are born and raised.
Of course, this clashes with Goering and Speer, whose slave work force in France, England, and the Low Countries are forced to work overtime to compensate for Himmler's eccentric agrarian paradise(which naturally isn't turning out the skilled technicians and industrial resoucres the Reich needs to survive), and befopre long, the Reich has lost its technological edge. Within several decades, the Reich leadership is too busy fighting with each other, and the supposedly impenetrable 'Fortress Europa' is showing obsolence in its defenses. The supposedly decadent West, long believed to be either too cowed to continue bloodshed, or collapsing under its own unworkable democracy, manages to build up its own technology away from the peering eyes of German spies and surveillance, until the day the Third World War erupts, as a new generation of war machines sycthes across Himmler's unprepared Ayran paradise....

The Aztecs weren't ripping the hearts out of people because of religious sacrifices or because they needed the protein; no, a combination of advanced holistic medicine and surgery with obsidian blades allows the Aztecs to perform successful surgical procedures, including organ transplants. They're harvesting organs to keep their aristocrats and priests alive, and dressing it all in religious connotations.
The same grasp of medicine allows the Aztecs to resist the spread of European-introduced (and quite a few local) epidemics. The knowledge of medicine also leads to a grasp of chemistry equal, if not superior to, that of the Europeans. When Cortez begins gathering Indian allies to wipe out the Aztecs, the Aztecs bring out chemical weaponry against their massed enemies. Poison darts of a lethality never before seen and gas weapons are used on Cortez's unprepared armies, bringing their cohesion, and a number of Spanairds are taken out with anesthetic darts, to be questioned and studied.
When the Europeans find out what the Aztecs are doing, they're horrified, and a religious crusade is pretty much launched, but there's also a few Europeans are looking to save some of that Aztec medical knowledge, and perhaps recruit Aztec healers/surgeons....

New legistlation paves the way for full acceptance of the Mechanoids into human society, and the new lifeforms are hailed as cultural heroes with full citizenship and the ability to hold office. Thus bolstered and strengthened, the Atlantee-Mechanoid Republic becomes THE power to be reckoned with in their corner of the universe. Naturally, though, with their superior abilities, the Mechanoids quickly rise to dominate the new political-social entity, but they always rule to the betterment of their human creators. In many ways, the new powerbloc resembles Iain Banks’ -Culture-, with happy people living in an AI-dominated and -directed post-monetary paradise. The arts flourish, disease is eliminated, immortality a certainty, and any enemies(and there are many, envious of the Republic’s prosperity and power) are driven off by legions of steadfast and courageous cyborg warriors and their fearless robot soldiers. The Republic is poised to begin exploring extra-dimensionally, furthering the scope of their knowledge and power.
If these Good Mechanoids were ever to encounter the Good Splugorth, they’d quickly become fast friends, and nearly unstoppable power of Good in the Megaverse. If the Good Mechanoids were ever to encounter the (Evil) Mechanoids, the result would be a war that would rival the Minion War between Dyval and Hades in scope and ferocity.
All is not peaches and cream within the Republic, however. While the humans have long since delegated management and technical professions to the Mechanoids, to focus on more creative endeavors instead, there are those humans who fear that they’ve given up TOO much, and seek to reverse the trend of dependence on the Mechanoids, or to escape their grasp altogether and establish a wholly Human society. Conversely, there are those Mechanoids who feel that Humanity is just too fragile to survive the dangers of the universe, and either the entire species must be altered like the Mechanoids themselves into some form better suited to survival, or they must be closeted away from ALL dangers. In a situation akin to Jack Williamson’s ‘With Folded Hands’, humans have become essentially pampered pets of their creations, and the more aggressive Mechanoids are not above using their psionic abilities to ferret out discontent among their charges, and use psychic and technological means to eliminate such feelings in the humans under their care.
