More than likely. My wife regularly talks with a friend of hers she met online who lives in Ireland and they understand each other often enough. There would be the general confusion due to the slang and all, but that's expected.

If you watch the old Buck Rogers in the 25th Century Show they tried to address this issue. Buck was from 1987 (The show was made in 1979 tho) and he'd use slang that no one had a clue what he was talking about.

Like if a pre-rifts american (english) meets a CS human, can they understand each other?

There is no linguistic drift in PB games. If it's american its American in Rifts and HU and NS/NB and Recon and BTS......
English would be the base language with american, british and australian would be the dialects.
