Its always GMs option. When a Stat block reads "Weapon of choice" or "Vehicle of choice" it is always up to the GM to approve it.

Well, even though I'd like that very much, I don't expect my lvl 1 character to own a nuclear powered hovertank with sizeable weaponry and room for sleeping in if you can't set camp outside.

Now spend the rest of the campaign trying to hide it from everybody out to steal it from you, take it back(along with your heads on a platter), or nuke the thing out from under you.

as a GM, i'd ask the character what he wants his vehicle to do. as in, does he want a combat vehicle? a transport? mobile living space?
once i know what the player wants out of his ehicle, we can work out what would be a reasonable and cool to the player, selection.

I allow them to pick a vehicle that's appropriate for the skills in piloting they've selected.
