Warlords of Russia got my vote because it was the very first rifts book I got to use. I loved the art for the diffrent warlord cyborgs, and I still want that hover-throne...
Loved Japan for the simple fact that a few key cities just got poofed into a entirely screwed up world (and the cyborg art again. I want to be a dragon-borg!)
Xiticx was my third fav because I feel it really fleshed out northwest portion of USA (and because I like to randomly rift them to wherever the players are at inopportune times)
