There are some morphus traits that expend your P.P.E. (most notably ones that give you guns)

I would have to agree with this. The only time you would spend perm PPE at a becoming, would be their initial (1st) Becoming when they have to pay for their features. So the writer left out some words in that paragraph so there would not be any doubt of what he was talking about.

There are more Features in R20 that have a Prem PPE cost for them.

Reiterates, it is only the very 1st becoming that any Perm PPE would be used, and only to pay for their NB?NS features.

Well there is the option to permantly spend PPE to aquire more talents beyond the basic amount too, but I don't remember if that is allowed at creation or not off the top of my head.

Caution these rules are unclear and may be open to gross interpretation and out right misinterpretation. GM discression is strongly advised.

I normally do my "I made this talent myself" talents during creation. so when submitting the char for approval when joining a game. If the GM does not pay attention, then it is easier to "slip past' the "W*F this isn't canon" reaction when asking for a custom Talent later on.

I like the way you think, but most NB can only get 3 talents at lvl 1 right (1 free, 2 bought) so it sounds hard to sneak in there compared to people who might sneak in a homemade spell.

Far as I know the only limit to how many talents a NB can have At Any Level is "How much PPE is the player willing to burn to get said talents."

I've noticed both.

There is indeed no theoretical limit as to how many talents a nightbane can purchase in total--but he still can't buy more than 2 per level. The two statements do not disclude or contradict the other, in fact they clarify each-other.
