Probably because the only book that really covers that is the Heroes Unlimited: Galaxy Guide and not any of the Rifts/Phase World books (unless they've had something come out far more recently with that setting covered but haven't heard of any yet).

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.

There are two places.
If you want the simplistic points version of SS creation then the from of 3G.
If you want to build a SS as like you are builting a SS then the Starship building rules in AU:GG is the place.
May you be blessed with the ability to change course when you are off the mark.
