The Japanese have a word for such inventions, 'chindogu', and regard it as an art form to create devices that stop JUST short of being practical...You can find at least one appreciation society and several websites dedicated to t, just by googling 'chindogu'.

TW appliances are a GREAT idea. Not so much for the average adventurer, but considering that most common people have around 3d6 PPE, it's totally plausible to have something like TW microwaves, toasters, drink mixers, and all sorts of crazy stuff that has an activation cost between 1-3 PPE.
Now if you'll excuse me, I'm going to go enjoy my TW Coffee Maker.
Norbu the Enchanter: Hello friends! What brings you to my shop today?
Big Joe: We need some things enchanted to take a beating...
Norbu: Perhaps you want your weapons enchanted? Or maybe a shield or sword? I can even enchant armor!
Big Joe: We need you to enchant this Liver, this heart, and these kidneys.
Now if you'll excuse me, I'm going to go enjoy my TW Coffee Maker.
Now if you can design a TW Coffee Maker that brews up Strength or Speed potions.

I tend to fallow the old school TW idea that only mages and psi can use them. I don't allow making tw items for people that ar not them. So most average people whould not be able to use them.

It's possible to teach someone how to use and charge a TW item when they aren't a magic user, it's just not that common outside of open minded communities like Lazlo and even then, most people don't have enough juice to power anything really spectacular. There's also entity infused TW items that can forcefully take PPE from a person to power themselves, though that might not be the best idea for the TW coffee maker. I mean, it would probably feel like the coffee maker is sucking out ones very soul from pressing the brew button, and then it would launch itself out the roof with a stream of morning brew.

It is realy hard to teach a non mage to use the item by the old rules. Requires starting with them as kids and even then less than half are succesfull so not realy an option most of the time. (think the exact stats on it are in the new west.)

You have to be a magic user or psychic to use TW items.

That's why we wire a psychic hamster into the machine. The little bugger senses when I'm going to need a cup o' joe(and will incidentally feed him a tasty food pellet), and he starts running on his little exercise wheel, triggering the TW Coffee Maker. The downside to this is when the hamster learns to pyschically manipulate me into wanting coffee ALL the time, resulting in me being in a constant caffiene-fueled frenzy, since I can't let a good cuppa go to waste....

No, it's possible to make Techno-Wizard items that anyone can use, it's purely up to the Techno-Wizard whether or not they can only be used by mages and psychics or anyone.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.
In the new (( Well relativly new)) Rifts script book, one of the opening scenes has TW animated toys for the kids of a small magic community. If Memory serves the girl could get hers to work but the little boy (( not being a mage)) couldn't and he was tweeked.
But that allowes for such things. TW Dolls that walk around and TW action figures that (( I'm guessing)) could fight one another.

TW toys are a good thing to train future Mages, teaching kids to harness and focus their P.P.E.
