Failing that, I'd go and either join the CS or Lazlo. Being educated, I could rate high in the CS social structure, or fit in right at home in Lazlo.

I really wish people didn't constantly toss out 'page number/book' all the time when they don't like something that's a well known canon thing, especially as often as it gets tossed out regarding the CS.

The original Rifts Sourcebook notes on page 13 how the CS doesn't allow ANY D-bees within the borders of its cities and towns and are seen as worthless scum and pawns. While I don't have the Conversion book handy Conversion Book one makes it clear that D-bees includes humans from other worlds and times, and you clearly are talking a house rule version of the CS as Literacy is very much a problem. Literacy is seen as a dangerous thing in anyone not approved for it (which means pretty much the entire population), even the military is filled with illiterate soldiers. Some human showing up demonstrating literacy is seen as a threat, something explicitly noted in the Conversion book.

The passage refers to Rogue Scholars that hold important information. The implication is that those who are knowledgable in certain fields are often prized by the CS (mentioned earlier in the same paragraph), and as a result may be asked to join their ranks.

I don't see how you derive that meaning from that passage. If anything it suggests how unlikely it is that they'd be invited in and likely never to become a proper citizen.

I really see no evidence that the CS actually kills humans who would have come out of some alternative universe, especially if they are loyal to the CS. Most of the time when they mention the CS and D-Bee's together they are speaking of "Inhuman Invaders"

You should check the Conversion book, humans from worlds other than the present day of Rifts Earth aren't considered anything but D-bees because they are. D-B, as in 'Dimensional Beings', as in 'not native to the present day Rifts Earth'. If you're from another time or earth you are a D-Bee. The CS kills humans all the time, the population of Tolkeen just the largest example of that but hardly the only example. They purge people who're born on Rifts Earth and have no qualms doing so with those born on other Earths. One would be supremely foolish to think they could find themselves even remotely in a good position trying to hook up with the CS.

its comes down to if they accept indoctrinated to the coalition, if they do welcome to the coalition, if they don't , we'll it's now going to end well for you. Page36 of the original conversion book.
As for literacy don't see anything saying the CS looks down on soldiers who know how to read.

Funny how both say the same thing if you are willing to follow the CS line then you can join up. You may never become a full citizen, but you can still join the CS.

First off that's too simplistic, half the creatures are not out to kill or enslave you just because they feel like it. Even if they were that still doesn't justify supporting a 'just kill everything' policy when you KNOW you're going to be killing innocent beings. The answer to 'What Measure is a non-humen?' should never be 'just kill them all, including the innocents'.

Second you're arriving as anything you want to, so you don't have to arrive as a squishy human unless you just like being vulnerable.

Third there are a lot more options than you list around, including the New Navy and Megaversal Legion. People that don't have a 'genocide and killing innocents is our policy' mindset. There is zero acceptable justification for going with a morally repugnant evil empire with all the other options available.
