The NG-85 Peacekeeper armor is about my most favorite suit for its versatility.
The TW incursion armor from Arzno is nice for the built in globe of silence
And I still think for power armor you can't go wrong with a Sidewinder SAMAS

The Avenger is probably the top power armor around, it holds the elite spot in Phase World that Glitter Boys have on Earth. Coming in second probably the Silverhawk, the Glitter Boy (classic, Triax, and Mark IV Space version eating up the next three spots), with the Ground Pounder (also from Phase World) coming next. Not sure what I'd see as next, except probably the special forces Triax Power Armor (brain's not cooperating on the name at the moment) with the wide mix of weapons and features.

Top 10? That might be hard, but here goes in no particular order:
Armor of Ithan: cast in a single action, invisible
Armor Bizarre: cast in a single action, causes opponents to roll vs horror factor every melee
Impervious to Energy: 2 actions to cast or 1 action via talisman. Only effective against non-physical attacks. Invisible.
Invulnerability: 2 actions to cast or 1 action via talisman. immune to cold, fire and energy, desease, poisons, toxins, gases, and drugs. has decent MDC (50) but most importantly: +10 vs magic, psionics, and horror factor.
Invincible Armor: 2 actions to cast or 1 action via taslisman. good MDC (25 per level), regenerates 1d6 per melee, immune to fire, cold, disease, pollution, toxic gases, fumes, etc, provides breathable air, half damage from energy.
Hmm...I treat regular armor and power armor as disposable, so I don't really have any favorites from Rifts Earth. I love personal force fields, but nobody on Rifts Earth produces them although I understand that Naruni does sell them on Rifts Earth. I'll wear anything that I can get TW enhancements added to, even Plasticman armor.

What ever my PC starts with. Usaly think it is mdc flight suit with tw mods on it. Then if it goes away what ever i can get my hands on.
"Ok we have 15 helmets how about we head shot the next couple to get some armor suits. Try to pick a fight with some one my size thou."
Not shure on the cost to replace magic user armor as i never found the cost in the book.

Just on earth and excluding the orbital community then the classic Glitter Boy, the Triax Glitter Boy, the Triax T-31 Super Trooper Robot Destroyer Power Armor and the Japanese SAMAS (uses a Particle Beam weapon for its default).

For an average, tech-using PC I'd definitely want to have the Super Trooper given the option. The rest (outside of the Japanese SAMAS) are likely to be more powerful than the average GM would go for, I'd probably take the Triax Glitter Boy at that point for its more versatile range of weapon systems even if it is a bit weaker on the armor.

Well two others to add, the Rift Hawk Samas which is TW, and the Iron Mage which is a TW GB, though you need to add a real boomgun on it instead of the peice o cr.. that is on it.
But ultimately I think the toughest armor/PA is the top dogs in TW form as it only adds power, and can be very exceptional.
So;
TW GB (Triax, and if you can add accessories like from Japan or Triax, you can make a mean machine)
TW Super Samas
TW Super Trooper / Ulti Max
The thing about TW is it will never really be able to be mass produced off of the assembly line like reg tech.
As for personal body armor, the new Naruni armor from Wave 2 is pretty crazy good, I think it was made too good, as it really pushes the personal body armor into PA area without be PA, not to mention it takes half damage from .. kinetic damage? Have to look but that part was crazy.

The NG impact resistant body armor is pretty darn good especially for motor/hovercyclists. Solid MDC of 80 and takes half damage from impact/kinetic energy attacks. Now throw a techno wizard upgrade on that like impervious to energy and you got yourself a very tough set of reasonably accessible body armor.
Triax field mechanic armor. Its not super armor but I always loved it on my operators has lots of nice built in functionality for the combat mechanics out there.
New style CS/Triax heavy body armors hard to aruge with either of these badboys in the lots of MDC for normal people category with lots of environmental bells and whistles.
Heavy cyborg body armor. Seriously this stuff has always boggled me. I am going to strap on what amounts to a normal amount of MDC for a giant robot vehicle as just bolt on extra armor for my borg. Sure it slows you way down but when you want to simulate being the juggernaut accept no substitute.
Lemurian barnacle armor. This stuff is the best caster armor EVAH. Has the MDC of a light borg and it has a sizable battery of extra PPE the wearer can use to augment their own supply for casting. Seriously if you are a finger wiggler I am not sure how you top this stuff.

I'll do power armors by category.
1. Aesthetics: Original Samas. Best looking power armor they ever made. All its more recent incarnations are just too cartoony.
2. Price: Anything by Chipwell. (side note: anyone have some rules for replacing Chipwell SDC plates with scavenged MDC stuff?)
3. Long-range firepower: Glitterboy (model selection is debatable, and they're pretty similar in concept across the board)
4. Heavy Assault: the Triax Super Trooper (aka Can-Opener) anti-armor power armor with the fusion blocks.
5. General Assault: TC-20 Power Armor. Man-sized, fast, and can jump long distances in/out in a big hurry. Also good for hit and run, but not quite as good as the SAMAS or its less-stylish clones.
6. Aerial Combat: The Flying Titan from the original Rifts. Nothing like a 12-missile volley in a single attack. Others may outclass it now, but the basic concept is the same, and can be executed cheaply enough by this venerable (and cheaper) suit.
7. Guerilla Tactics: SAMAS, or one of its stat-inflated descendents. Also good for assault, though the bulk of the wings and engines could encumber it in tighter spaces
8. Hand-to-Hand: A toss-up between the Juicer Killer and the GB Killer.
9. Best Personalized suit: The HPA-1 Firebrand, from the beginning of Mechanoids. If only ARCHIE would put that one on the market.
10. Most-Sustainable Suit: The Ulti-Max. 100 MDC of free damage absorption is hard to beat unless you have a large maintenance crew taking care of your suit.

Here are 4 of my favorites. I can't find Merc Ops right, and don't feel like sifting through power armors at the moment, so I'll get back to the rest later.
Special Forces CA-7 Heavy Dead Boy Armor
I like efficiency and versatility, and this armor has it. High MDC for EBA (100 MDC) with relatively good mobility, this armor has built-in features that make it one of my favorite suits of armor.
Retractable vibro-blades in the forearms, a garrote, and a silent jet pack? Awesome.
Gladiator
70 MDC, with only a -5% penalty to mobility/skills, and it looks badass!
A classic and a favorite, one of the staple go-to armors.
IA-100 Infiltrator Body Armor
One of the handful of items from Rifts: Japan that I like, this armor has decent MDC (60), and fantastic mobility (-8% prowl, no other penalties. And it's even +5% to climb!).
Plus, it has built-in gadgets that I like, from the electro-adhesive pads on the hands and feet, to the wrist computer, to the grappling launcher, to the built-in laser or vibro-blade, not to mention the camera and optics.
It's a great armor for any spy, scout, or espionage agent.
Armor Of Ithan Talisman
Standard for Blind Warrior Women, this magical item provides top-notch MDC protection, with no prowl penalty. It's perfect for concealable protection, or as for extra support for your visible EBA.
Since it recharges every day, it can save a bundle on armor repair.
And people tend to forget this, but magic fire, cold, and lightning only do 1/2 damage to AoI, so it's doubly effective against certain foes.
The only downsides are the cost, and the fact that it'll get you in trouble in CS territory.

How can you get the Flying Titan repaired for free? I chose it for it's speed and missile versatility (how many other power armors can boast being able to carry 12 mini-missiles or 6 SRM's, or any SRM's for that matter?).

I prefer the CS Samas in all thier incarnations. And then the rest of the CS PAs. I like the underdog's making the come back. And while i do not believe in all thier Ideology, I still see them as being able to claw their way out of the ashes.

Yes those armor of ithan amulets are a great reason to hunt splugorth slavers. You are performing a good act and can rake in some very useful tools. Even if you can cast it yourself 3 free usages a day every day is pretty darn good.

1) Violator SAMAS or V-SAM: style, elegance, "it looks SUPER COOL/HOT". I would have prefered that they build them with a Rail Gun instead of the Laser Rifle but they need to work hand in hand with the Glitterboys so it was a wise decision.

Lol that's awesome. I guess the same way the NG-230 Prowler let's you use your own prowl skill(!). Or how everyone in Rifts seems to be able to turn electricity into thrust, a.k.a Nuclear Jet Packs. Favorite armors though, that's tough, but here are some personal ones:
1) Naruni NE-BA-26 Special Body Armor. Gets expensive fast, and now CS/NG/Manistique Imperium are out to get you, but let them come against 90 M.D.C, thermo-kinetic armor and all the modular upgrades, especially the Force Field and my personal favorite the Robotic Exoskeleton which gives you +4 P.P! Must have for HtH classes or W.P Sharpshooting. Aside from the prowl penalties and cost, best armor in the game. Naruni Camouflage Armor is also excellent.
2) Crusader EBA, decent M.D.C and no prowl penalties. Why does the Juicer Assassin armor exist?
3) Fury Beetle Armor, which I include because basically this was the only decent M.D.C armor a mage had access to for a lot of books.
4) Any CS armor is pretty good, but CA-6EX is the best(Special Forces a close second) because of the huge M.D.C and the bonuses to physical stats which let you carry most guns. Suits with +# bonuses are always better than static "25 Robotic" or something because potentially that's +8 to ANY strength. I know that's rule abusing, but if the G.M isn't looking....
5)Glitter Boy. Gotta be in there somewhere, 3D6x10 non-resistable M.D, 2 mile range, tons of resistant armor. Most of the later versions were fine for versatility, but really which way are you gonna spend your melee attacks? KABOOOM that's what. All the good of a SAMAS but more armor and 28 mini-missiles. Probably the best damage output per in one melee you're gonna get aside from the Ulti-Max or the Jaeger. Hmmm...

The weird boobed Jaeger, which is smaller than the Ulti-Max but IS a robot(huh????) but when equipped with any of the optional shoulder guns becomes death, destroyer of worlds. In particular, the flak cannons which has the damage and almost the same range as a Glitter Boy but have more ammo, or the rotary short range missile drum than can fire in volleys of 48(a.k.a how to get rid of that pesky Firestorm Mobile Fortress)
9)Northern Gun Samson. The NG-X9 is the best bang for the buck armor out there. Nearly as much M.D.C as a SAMAS, but a better gun, more missiles, knuckle blades, and a nuclear power source, but no flight(jet jumping though). All yours completely legal for 800,000 credits(probably better). Great starting armor for any pilot.
10) Just one more? Oh man the choices. Kittani Equestrian(THIS is power armor?), Kittani Serpent(mmm, Auto-Dodge), Angrar Robotics ANYTHING(you should meet my +11 sv vs magic pilot), Nazca Power Armor(gotta love Supernatural P.S armor), Megaversal Legion Counterstrike Power Armor(if you could get one, hello Phase Beamer), Cyborg Heavy Body Armor(420 M.D.C for 32,000 credits, awwwwwwwYEAH). Probably my favorite recent choice is from Merc Ops, the NG-NX12 Beach Stormer has a underwater version of the NG-P7 that can take it's ammo from the armors limited(96 hours) power supply. 30 shots take away 1 hour. 96X30=2,880 shots. Did I mention the power pack can be recharged in 2 hours?
Oh, and TW any of the above. TW modified power armor is the staircase to glory.

Sounds like you love PA, which i think alot of players end up avoiding because of the hassles that go with it, but man they just add so much fun.

Well, for Power Armor the newer Ulti-Max II is kinda growing on me mostly due to it filling the role that the old NEMA Bulldog holds in Chaos Earth, though technically it's still a small robot vehicle.
Body Armor... Quebec infantry armor, the NG-Peacekeeper, NG Anti-ballistic EBA, and the Triax Commando suit.

Lol that's awesome. I guess the same way the NG-230 Prowler let's you use your own prowl skill(!). Or how everyone in Rifts seems to be able to turn electricity into thrust, a.k.a Nuclear Jet Packs. Favorite armors though, that's tough, but here are some personal ones:
1) Naruni NE-BA-26 Special Body Armor. Gets expensive fast, and now CS/NG/Manistique Imperium are out to get you, but let them come against 90 M.D.C, thermo-kinetic armor and all the modular upgrades, especially the Force Field and my personal favorite the Robotic Exoskeleton which gives you +4 P.P! Must have for HtH classes or W.P Sharpshooting. Aside from the prowl penalties and cost, best armor in the game. Naruni Camouflage Armor is also excellent.
2) Crusader EBA, decent M.D.C and no prowl penalties. Why does the Juicer Assassin armor exist?
3) Fury Beetle Armor, which I include because basically this was the only decent M.D.C armor a mage had access to for a lot of books.
4) Any CS armor is pretty good, but CA-6EX is the best(Special Forces a close second) because of the huge M.D.C and the bonuses to physical stats which let you carry most guns. Suits with +# bonuses are always better than static "25 Robotic" or something because potentially that's +8 to ANY strength. I know that's rule abusing, but if the G.M isn't looking....
5)Glitter Boy. Gotta be in there somewhere, 3D6x10 non-resistable M.D, 2 mile range, tons of resistant armor. Most of the later versions were fine for versatility, but really which way are you gonna spend your melee attacks? KABOOOM that's what. I take it you are using the old RMB stats? As the MDC of the armor has been upped in the RUE and has been given a prowl penalty for heavy armor (damn near double the MDC). The Gladiator's MDC hasn't changed but they did up it's prowl penalty as well to be on par for medium armor.
The RUE also has the option of a heavier Juicer armor at the same prowl penalties (which has also been upped for non-Juicers).
I realize that not everyone may like the RUE, but I feel that the differences should be noted so that people who are new to the game and only have the RUE will understand that someone is talking about the older stats that are in the older book.

Yea i was kinda disapointed when they reused the name in SoT for a difrent set of armor and the better light recon armor was lost in R:ue think it was 55MDC no prowl penalty.

My favorite body armor is the Triax T-E02 "Infiltrator" Espionage Armor from Triax 2. 90 MDC, No movement penalty, variable camoflage, jump jet system. What's not to like?
My favorite Power Armor is the NEMA's original Silver Eagle Samas from Chaos Earth. I love it so much, I let one of my groups to find a couple of them at the ruins of McMurdo base in Antarctica.

Did you let them use CS SAMAS Elite Piloting skill or did you make them have to take the NEMA specific one?
None of em have the appropriate skill, but I would probably allow the CS SAMAS Elite skill. If I have any doubt about such things, I typically would allow the skill, but halve the bonuses until one level of experience was earned.

I like the Titan Flying power armor, especially for a techno wizard.......Cheap and easy to fix.
Next would be the Classic Samas........but everyone seems to have one ( I like that though it Pisses off the CS very nicely)

I am very fond of the GB sidekicks. I have loved the terrain hopper armor since I first saw it and having armor along those lines but up armored with a great weapon is pretty awesome. Given I tend to prefer support type roles that kind of armor is perfect for my tastes.
I am surprised there have not been more mentions of the lemuria bio armor. All the armor has light borg to power armor levels of MDC super natural strength can not only bio regen but is pretty easily healed by finger wigglers. Given its totally organic and given how some of the armor like the barnacle armor is designed its pretty clear at least the lighter variants don't interfere with spell casting.
The only real lack is some don't have much in the way of ranged weapons but between techno wizard items, bio wizard items and or just flat modern weapons all of the bio armors are pretty stellar.
The bio skins are also excellent armor as much MDC heavy body armor with very minor penalties for usage and easy to maintain and self repairing. For groups that don't get back to town much all the lemurian stuff is great for long term self sustainability.

Those GB Sidekicks would be a terror on the battlefield for regular troops. Since a grenade does as much in splash damage as a mini-missile does, getting buzzed by a Sidekick is like being strafed by a squadron of SAMAS.

The NE-BA-26 from Naruni Wave 2 is imo, the most deserving Armor to be considered top dog (other than things like Hecate's Armor of course).
It has some really awesome features that aren't available to anything else:
It masks Thermal Energy - with an Invis Simple TW Mod, you would be almost undetectable to those without the "See the Invisible" power. Even without the mod it makes your ability to ambush or hide that much better.
It takes half kinetic damage.
It has a sensor pod that allows you to attempt to dodge any attack like a Juicer.
And it has an exoskeleton that adds a massive +4 to PP, which is more than any other armor I am aware of.
