I wan to know how: The Black Market was able to determine that 4, that's right 4! Mini-Missiles was the magic number to take down Juicers, Crazies, and what not - because they can't DODGE more than 4!!! And why the Coalition didn't know about this before them?

Can't dodge 4 guided missiles is a stupid rule that I would hope every set of house rules has thrown out.

I don't care about canon answers. I'm interested in good, well-reasoned answers and, perhaps, a short discussion of how that answer is supported or contradicted by canon.

If I don't provide a book and page number, then don't assume that I'm describing canon. I'll tell you if I'm describing canon.

But they are "Mini-Missiles" therefore they fall under "Unguided" right? Canon Rule change?

According to the RUE, they cannot be obtained in mini-missile.
RUE page 364 wrote: Smart missiles are self-guided smart bombs which can be programmed to seek out and attack a specific target, but they are rare and never found in a mini-missile.

The "can't dodge 4 or more guided missiles" doesn't apply to mini-missiles if they are not guided. Therefore, you can dodge volleys of any number of mini-missiles.

So even though that rule doesn't apply in this case (my mistake), in the case of guided missiles, it's still a broken rule and should be ignored.

given that rifts missiles have been stated to be mostly unguided now, at all sizes, the dodging limit is almost relegated to just trivia.

Really? That means there's no point to Medium or Long Range missiles since without guidance, there's essentially no way to hit something more than a mile or two away if you're just pointing and shooting unless you're shooting at city-sized targets.

no point beyond the most destructive conventional warheads in the game anyway.

page 364 of RUE
unless otherwise indicated, missiles are unguided. though LRM's are given as a general exception to the unguided thing.

This may be true - but then how does the Black Market do it with their Mini Missiles? Supposedly their super weapon, fires 4 Mini-Missiles, holds 16. And is meant to take out Juicers and Crazies because they "Can't Dodge More than 4 Missiles"

Perhaps the BM is counting not on an automatic hit, but on the area effect damage from the 4 mini-missiles to take out the target. I don't know what the canon rules are, but I don't allow autododge to give you free movement, so if you want to attempt to jump out of the blast radius, I require a regular dodge which consumes an action (you've never heard such whining from the juicer player...).

Or, perhaps more likely, the author misunderstood the "can't dodge 4 or more guided missiles" rule and the error slipped through the editing process.

you can try to dodge a blast radius, but unless you can cross the entire distance in the course of an action, you'll still take damage. (a successful dodge in that case would basically cut the damage down by half from what it would be normally. as per RUE. yopu could then use roll with impact to reduce it further.)

i'd imagine that juicers could easily outrun a Minimissile explosion.

odds are the author just misunderstood the no dodging volleys thing. i've met a lot of people who were not aware it only applied to guided missiles. heck, i'm playing in a game right now with a GM who applies it to both guided and unguided, despite our attempts to point out otherwise. we've just resigned ourselves to it.

This is what I am getting at. Now because of this book - it has become Canon, that you can't dodge 4 or more missiles (no matter what the class is)

To be fair, the "mini-missiles may not be unguided" thing hasn't been concrete since Juicer Uprising at least, when they introduced a bike with vertically-launched Mini-missiles.
