Scientist O.C.C.s
I seem to remember there being several different kind of specialist scientist o.c.c.s across several books however I cannot seem to find them myself. Either Rifts scientists or 3G scientists, anyone know of any?

Rifts Game Masters Guide has a nice list of all OCC's by name, at least all OCC's as of the time of it's publishing, it's a number of years out of date, but it covers a lot so you only have to look at books that came after.

and RCSG Scientist in CWC.
Actually RCSG is effectively a 'proto-mage', as they are able to deduce magic from 'gut feelings' and can actually ley line heal and ley line walk.... only they say 'it's not magic, it's science!'. Sure, hovering 20 feet off the ground and floating along a ley line surrounded by a nimbus of blue is 'science'. 'No, really! It's a physical application of quantum thaumaturgical principles! All you need is an understanding of how it works and anyone can do it! Really! Science!'
I find the RCSG to be FAR better 'almost-a-line-walker' than those sad-sack Vanguards who hide in the shadows. At least the RCSG has the brains to pretend what they are doing is 'science', and so when they are (eventually) throwing fireballs and lightning bolts, they can say 'nuh-uh, totally not magic. Totally not like those guys AT ALL', and the CS High Command gives them a massive tick of approval and lets them keep on going.

I'd get up in the morning and watch the sun rise over the yardarm of my sky-ship as the sails billowed in the breeze and the land slid by 300-odd metres below. I'd grasp the mahogany ship's wheel, turn her nose a few points back onto the line, and feel pity for all those poor bastards below who have to work for a living. - My idea of the good life in Rifts.

I suppose it could be a long-term project (or at least a GM could spin it that way) to try and get away with reintroducing magic by claiming it's not really magic it just looks like it. Since the OCC itself is so obviously magical that it completely violates the anti-magic policy of the CS.
In the Questor webcomic the adept focus race of anthropomorphic raccoons at one point is seen discussing how to give up using terms like 'wizard' for those who were experts at luxcraft because of the negative connotations by the humans of the world. They had it as very much a science (reminiscent of techno-wizards) and felt due to some tragedies that they needed to do some massive retooling of terms and public relations work to fix the problem.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.

As dangerous and unpredictable as magic is, I think the liberal presence of Psi-Nullifiers to deal with anomalies would be an adequate form of experimentation.
We already know that ley lines boost psionics, and some spells actually mimic psionics (astral projection for example) so some minor magic should be okay.
Can anyone find if it says that Psi-Stalkeras or Dog Boys can actually distinguish between the scent of a mage or a psychic? It says either can be sensed, but it's under the same ability so I don't think this necessarily means they know WHAT they're smelling (apart from it not being supernatural)
