Personally, I really like James T. Kur-- from Rifts: Sourcebook 1 (Expanded & Revised). He was A.R.C.H.I.E. Three's original idea man, and he is not only an interesting character, but his fate, goals, and methods are quite unique. Plus, the guy is **** insane in the best way. He's like Palladium's own Starscream.
I'm also kind of fond of the water merchant. I wouldn't marry him, but he was represented well in your last game Don.

Several of the villain's in Arzno are good philosophical mental candy, though I didn't realize exactly what he was up to until the writer (Jason Richards) explained it.

Mostly because of the amount of bile she generates here on the forum for some reason.
Whether you hate her, love her, or are indifferent to her, she is an excellent literary device that allows Kevin to describe the world, but because she's not omniscient, Kevin isn't compelled to make new books consistent with her previous descriptions of the covered area.

Hands down my favorite NPC in all of Rifts
I love Joseph because he's truly the mastermind behind a large amount of the coalitions designs and obviously propaganda.
Furthermore he's the future of the coalition and could greatly expand upon the coalition regime and their sphere of influence
I love his stoic nature and the fact that he's almost like a phantom or myth to most, as a majority of people never have the chance to see him.
I honestly believe that the choices he makes could literally affect the entire rifts earth, and is a crucial figure in the growing rifts ethos

I fleshed him out a bit more than the book did (stats only) and ended up with a dual psi-sword wielding, master psionic cyberknight with 7 apm that held his own against 4 tattooed men in a gladiator battle.

I also really like using Lord Splynncryth. I had him appear as a giant eye over a city one time and used my Unicron voice for him ("For a time I considered sparing your wretched city... but now... you shall witness... its dismemberment!") [Kitani and Blind Warrior Women spew forth from rifts and attack]. The players thought he was some sort of all-seeing-God. Didn't even know it was a Splugorth, then when they encountered their first Slaver Barge they were running scared and refused to fight it after seeing what it looked like, then hearing it was something that "worked for the eye."
Don't you love it when your players have not read the books and respond REALISTICALLY to a situation instead of just considering something a stat block.

Vyur Kly, Hero of Eagle Peak (original SB1: VK) started my love of Psi-Stalkers. The Confessor was an instant favorite when I read the Wormwood comic, and then saw the full page portrait. He is all business and just looks Metal. The dude wields a cleaver, come on!

Lazarus Vesper and Salome from Wormwood, love their dynamic, and the fact that they have a story that is separate to the main story.
Katarina Sun (Isis) from Africa is always fun. I have used her in a few games, and have even toyed with the idea of letting a player play her, as long as said PC doesn't know the actual truth (hasn't read the book).
I also loved Erin Tarn. In the beginning. Unfortunately her 'writing', or more correctly the writing of her, mirrors (in my opinion) the writing of Rifts as a whole, and goes downhill quickly. When she starts off giving the readers ideas of myths/truths about Vampires, or even a world overview letting the readers know what an 'educated' person actually knows about Rifts earth, she is deeply helpful to set the scene and theme of the game. When she is just hangin' around while her Cyber Knight buddy stabs right through a GB-Killer in a 'dual' and delivers a ridiculously non-sensical speech about Tolkeen after the war... Well, I suppose she is still serving her purpose correctly, letting the readers know what the game IS NOW.
