What is the Base Skill and Advancement for Leadership?

It doesn't seem to be listed in the skill description, or is the info at the end of the Theatre Warfare writeup supposedto be for both skills?

Yes, I was looking there but it doesn't give a base skill. Is it one of those weird skills that doesn't fall under the normal skill rules and instead of having a level modifies other rolls? If so, where do I find the rules on trust/intimidate?
