Can we use material from existing books?

Can we use material from existing books?
Hello.
I apologize if this has been answered on here already. It probably has, but I can't find the appropriate posts.
When writing for The Rifter, are we permitted to use/copy material from existing Palladium books? For example, if I'd like to refer to a map that's in a World Book for an adventure that I'm writing, is okay for me to take that map from the World Book and paste it into my adventure (crediting the source, of course) as a reference?
The submission guidelines say "Of course, since The Rifter® is a Palladium product based on Palladium's role-playing games, you can draw upon anything published by Palladium. However, be advised that such works are "derivative" and you cannot publish, print, post, sell or distribute them without Palladium's written permission (see our Internet policy and proper copyright notice required for use on-line. www.palladiumbooks.com)."
Does that mean it's okay so long as I don't publish elsewhere?

As im reading it yes, you can use it as your submitting it to the company that owns it, id just give credit to the artist and or writer its from.

Thanks! I ran this one-shot at GenCon 2013 and I'd like to convert it to a Rifter submission. I really enjoy the Madhaven world book as well as the related source material included in The Rifter.
