I actually came up with something similar for a Rifts campaign. Mine was an alchemical mixture that could fit in a large capsule. When exposed to nitrogen, it would agressively expand similar to expanding foam sealant, locking up armored joints and allowing the target to be taken alive.
I honestly believe that NE would have no troubles at all creating something like that.
