I don't know what excuse the rest have, but I've been a little busy with work.

Anyway, I think the majority of your questions are answered by letting you know that you actually have three separate games in the Recon Deluxe Edition.

You have the Revised Recon RPG and the Advanced Recon RPG. You also have the Recon Miniatures Game.

I think the problem you are have is you may be mixing the rules of the Miniatures Game with the rules of the RPGs. I don't know which pages the specific sections begin in the Deluxe version of the book, but a little flipping back and forth should help you pick out which section is which. A hint, the Miniatures game should appear as a sub-section of the Revised Recon RPG.
