No, the RCB1 sharpshooting text only covers Rifts' OCC's, there are no provisions for it to cover PCC's and RCC's nor does it cover HU power cat's.
No, a Physical Training can not take Sharpshooting, it is limited to the Hardware Weapons Power Cat. unless an individual power cat-section specifically says they can take SS.
