This master psionic power gives the option of having a longer duration by spending extra ISP.
Do you think this ISP has to be pumped in all at once during the initial attack?
Or could a Mind Melter say, initially spend 130 ISP to get a minimum duration of 84 minutes, meditate for an hour to get 12 more ISP, and then pump that into the duration for another 8 minutes (minimum)?
Would it only be 1 save that ever needs to be failed to fall victim to this? Or would you say that if the duration is extended later on that at such a point another save is allowed?

My reading of the power is you have to declare if your extending the duration when you use it, and the victem only saves once regardless of how much ISP you used.

So you think it wouldn't function like Illusion Booster or er... that more generalized duration-extending spell in FoM where you could cast it prior to the duration elapse?
I figured that allowing a new save for each new ISP batch is sort of a good middle ground. Like "sure, you can save 4 ISP by doing it before this expires, but they get another chance like you were activating a new power"

If you get a new save every time, there's no difference between just using it a bunch of times.

The difference would be the lower ISP cost.

I would say that unless it says that you CAN perform something like that, then no...you do it all at one go. Otherwise this is open to all sorts of abusive shenanigans.

I would normally say that yes, all APS powers stack, unless it says explicitly otherwise.
HU2 does say explicitly otherwise about APS powers though...
Of course, later sourcebooks have an NPC who stacks Fire/Ice so... one might interpret to make that APS restriction optional.
