I can't find Rocket Fists as a power in either HU2 or PU2... did you mean PU1? What about PU3?

I guess I'd start with the classic superhero package deal of Wingless Flight and Invulnerability -- complete with superhuman strength, you understand -- and top it off with Immortality; throw in Vocalization to work a little mind control; and then add Immune To Super Abilities, because, hey, we've now established that super abilities (a) exist and (b) can mind-control even invulnerable folks, so let's be careful out there, huh?

While my previous post was for characters, if it were me, assuming I'd get the powers at puberty...

Minor:Extraordinary IQ(focused on computers/technology), Vocalization, Beastmastery

The supersmarts and being Godking of computers during the 90's ensures I don't need to bother with HS. I just invent most of the internet(amalgamate Google, Facebook, MySpace, YouTube, Amazon, craigslist, angies list, Wikipedia, lolcats, Netflix, sex.com, and a non-bigoted version of eharmony into a single company, then imagine they also invented/managed the NSA's software/digital presence)...
The other two minor, well the first helps smooth out any legal problems, the other is more so I can have a pet tiger/panther without worrying that it will bite my face off. It also insures I don't have to listen to birds in the mornings....

Majors: APS Ice + Swarm Selves
Minors: (for extra HP) Extraordinary PE, Healing Factor, Increased Durability (I think these are the 3 best, did I forget something better?)

You maintain your AR, can easily get more than 4 in your swarm to compensate for the 1/4 effect of the powers, and freeze stuff at a way faster and more thorough rate.

Alternatively, instead of SS you could get Multiple Selves or Mirror Powers and pick minors that give +1 attack. In the first case be careful they don't get killed. In the latter, might want to drop your mirror clones off at various locations to freeze stuff as you're driven around freezing stuff elsewhere with a mobile mirror.

Actually allows for space exploration coupled with all your light powers being enhanced for purpose of damage and range. Personal forcefield allows you to have a physical body so you can reach and grab things in your light form.

The this is my favorite the Ultimate Controller this combo can really be abused for some insane damages depending on level of exp.

Major Powers:
Multiple Beings/Selves - Multiple the attacks, damage and effects of the powers by the number of copies
Gravity Manipulation - Great with multiple copies can stop and enemy with crushing weight or send him flying and crushing down again.

Minor Powers:
Gravitational Plane - Combined with GM to send enemies slamming against walls or ceilings.
Tractor Beam - Combined with lower weight from GM you can just have your way with those around you.
Manipulate Kinetic Energy - Doubling the force of a gravity drop multiplied times the number of copies and you can see how this gets "broken" really fast.

Actually, after five rounds the nova can't be canceled. With one round to go all the other swarm-selves fly off. Leaving their unconscious fellow(who has hopefully hidden himself away) to go boom. The explosions radius is less than 200ft and you should be able to get more than that at 15mph....

Well see it also says in that same sentence that it requires 8 melees of concentration. So by the other swarm selves leaving the 20 diameter they all must stay within, then he will fall unconscious. Some GMs may rule that breaks his concentration others may rule he still goes boom. Either would technically be correct since the wording of that one sentence contradicts itself.

I choose to see it as they cannot willingly stop the process after 5 melees of concentration they have their mind set and nothing is going to change it, they are basically locked into their mental tracks and cannot be derailed even by their choice. The exceptions being losing consciousness or death. Either of those will stop the intended boom even in rounds 6-8 since one cannot concentrate without being conscious or if dead.

That's how I would rule whether or not swarm self was involved. The player concentrating to go nova can only concentrate while conscious and alive. So if his buddies see him off in the corner seeming looking very concentrated they can actually prevent the boom, at any point up to the end of the 8th round, by KO'ing him or if need be killing him. Gives a measure of safety to a very dangerous power.

The nova sub ability specifically states that it is irreversible after the fifth melee round. Thus merely being unconscious couldn't stop it. (Or it would be reversible by getting knocked out). Since using the power can kill you anyway, it's not one to use lightly, and only death can stop it after you are halfway there.

It's also an option for a Rifts Superhuman to have up to 2 majors and three minors in the original Rifts: Conversion Book. In the original conversion book it states also that 3 major and 2 minor can be selected and whether you do this or 2 major & 3 minor you lose half your OCC "other" skills. It also notes that if you take the Vagabond OCC you can have 3 major AND 3 minor!

In the revised conversion book it states "Even in the Rifts setting I don't recommend more than 3 majors and 3 minor powers, and that may be to powerful unless your campaign is a high-powered one itself." and nothing is mentioned about the 2/3 or 3/2 options requiring the loss of other skills. Nor is anything said about the 3&3 option being exclusive to Vagabond OCC. But it does say its up to the GM in the end.

So both iterations allow for 2/3, 3/2, and even 3/3.

I was answering for the former: superhuman strength for a guy who never gets any older, hypnotizes people as appropriate, and flies around for kicks; what's not to like?

But for messing with other PCs, just swap out 'Immortality' in my post for the power combination of 'Invulnerability' and 'Negate Super Abilities' -- plus, y'know, a big fine arsenal.

Bonus points when you realize Vagabonds can also be Berserkers empowered by Odin and that since it isn't psychic or magic it doesn't conflict with super-powers at all.

Or that you could play a Dwarf-Vagabond-Berserker-Mutant and then get a Titan Juicer Conversion.

2 Majors and 3 Minors?

Majors:
  • Immortality
  • Invulnerability
I'm pretty sure you can all figure out what those two combined do.

Minors:
  • Bend Light. Essentially for the ability to become Invisible without taking up a Major power slot. Not to mention creating my own lasers AND seeing infrared (heat signatures).
  • Clock Manipulation. Should be no surprise; I'm on record as stating this is the single-most devastating power in the modern age.
  • Without Sustenance. Not needing to eat or drink, needing very little sleep, and needing only a fraction of the oxygen normal people do? Combine this with my 2 Majors and you'll see why I like this.

While I like the character quite a bit it should be noted that unless it was changed at some point the bend light ability does not say it can create lasers. It can create beams of colored light, but it doesn't refer to them as lasers nor list a damage or even a blinding effect for having the "beam" directed at ones face.

Well a laser is a beam of light where all the photons are of the same wavelength and the bend light power does say they can produce beams of light of one color so they could be lasers but just very craptastic ones like those key chain pointers.

A flashlight and a spotlight can produce a "beam" of light too... it may not be as columnated as a laser but it still falls under the term "beam" and those routinely have filters applied to limit the color (wavelength) for special lighting effects, preserving night vision, etc.

Lasers are a special type of beam of light, but it doesn't use the term laser so lasers are not produced, only a colored beam of light.

All very good points, and stuff I should know better on. Would help if I'd re-read some powers before making such blatant statements.

However, it doesn't change my choice. Even if I can't create lasers, I'd still take Bend Light if only for the ability to turn "invisible" without using up a Major power slot. Turning oneself invisible allows you to be anywhere you want without being seen. Clock Manipulation allows you to open the bank vault when it's not supposed to be open...as well as loop the cameras even if they are able to record your presence. Cuz being immortal means you are gonna need money.
