As to how the question was literally asked...
The most powerful OCC with psionics is ether a TW w/psi or a Operator w/psi. being the only OCCs with psi powers attached that I can think of.
The most powerful RCC......the only one I can think of right now is the Promethean Time Master.

The MM's are the most powerful PCCs in their respective settings. Mind melter, Mind Mage, Mind Master.
Then there is 'The Natural" psionic power cat.. (rifts, PF2, NB, & HU2 respectively.)

Most powerful Race with Psionic based powers, The Neo-Humans would end up on top of the list for most lists.

Depends a bit on how one defines "powerful."

Mind Melters get the most number of psychic powers (especially supers) but otherwise don't have any unique abilities and gets few normal skills. Some other classes get less powers overall but have a class ability that makes them a specialist. Such as the Psi-Slinger (New West) can make normal bullets inflict MegaDamage, or the Psi-Ghost (Psyscape) who can become intangible and walk through walls. Or the Psi-Tech (Psyscape) who has a great capacity to bond with machines. Or the Cyber-Knight, Master-Psionic Option (Rifts Ultimate Edition) who gets a healthy dose of psychic powers on top of a great skill package and combat abilities.

Really depends on what your looking for, but I'd start with those classes and see what strikes your fancy.

The BTS2 psychics are pretty "powerful" based on how their I.S.P. works - managed right, they can have only about a 10 minute downtime before they're back to full. No other psychic in any other Palladium game can match that.

The Rifts Mind Melter is a good choice for versatility. The Neo-Humans from South America 2 are fairly powerful both with and without their psionics.

The official Rifter #50 offers Chaos Earth psychics. What they lack in finesse they make up for in raw power.

Mind Mages are PCCs, would you correct your typo.
•Mind Mage is a PF2 class (and clearly labeled as a PCC), so the scitofrenic class labeling skeams of Rifts (from wrong to right and back to wrong) have no bering on The Mind Mage's class type. Classes need to be correctly labeled because of rules interactions. Specifically in the part that PCC's can't change their class, and can't be changed to.
•No, Typos don't count as evidence that PCC's don't exist, nor do they mean they are also Job classes.

Mind Mages are PCCs.

Mind Melters were an RCC in the Rifts Main Book. then they were a PCC in Psyscape. then an OCC in Rifts Ultimate Edition. I don't think even palladium knows what the difference is

Let's not get into an irrelevant discussion about OCC/RCC/PCC.

A better question is. What do you want your psychic to be able to DO?
If you want a horde of faithful minions, then the Noro Psychic aka Ghost Makers are Epit
If you want the ability to run away and have outre resources, then maybe you want an Astral Lord or a Dream Maker or Dream Dancer
If you want to have a huge array of abilities in one area then a Mind Mage is great
If you want to have your psi spread to others then a Gizmoteer is the ticket
If you want to have a melee specialist try a Dualist or a Cyberknight
If you really need versatility maybe a Demigod with a psionic class and psi powers (or some other combination to suit your needs)

Or put another way, there is no such thing as a 'most powerful psion' There are just ones that excel at some area of psi.
