When creating a RIFTS character beyond level one, how many credits or credits worth of equipment per level should there be?

Rifts does not have a guide for this. The player should work carefully with the G.M. to discuss and determine what gear (if any) above and beyond the character's starting gear is allowed.

However much or however little the GM wants them to have.
In Rifts, levels mean less than in many other games.
A first level character might start off with millions of credits worth of equipment, or they might start off with no equipment at all, depending on their particular class, the equipment allowed by the GM, and the equipment chosen by the player.
At later levels, it's the same deal. It all depends on what path their lives take them on. A 15th level Glitter Boy pilot might not even have any Glitter Boy armor anymore, or even a pot to spit in.

There's no hard and fast guideline. Characters in Rifts tend to not be terribly gear-dependant beyond their starting gear, and some GM's like to make new money and gear very scarce.
